【摘要】：《行政效率》杂志创办于20世纪30年代,由甘乃光等人组织筹备创刊,通过聘请有关学者专家专门对行政效率进行研究,并将研究成果发表在《行政效率》杂志中,主要目的是改变国民政府机关内部行政运转速度缓慢,提高政府办公效率,它是行政效率研究会发行的机关刊物。时任内政部次长的甘乃光根据当时国内外行政研究的发展趋势适时提出应该在行政院成立一个专门机构来从事行政研究,于是,1934年6月,行政院开始筹备成立行政效率研究会,并于12月正式成立,同年7月创办了《行政效率》杂志,并专门聘请了一些政府公务人员和专家学者对公文档案改革进行研究,其中还专门出版了一期《档案专号》(《行政效率》第二卷9-10期)。该刊主要刊登甘乃光、滕固、何鲁成、龙兆佛等行政界人士以及沈慕伟、张锐等专家学者和留学生调查研究行政效率的文章和在各地区各部门展开行政改革试验的调查报告和建议,以及一些研究档案工作,指导机关档案工作的论文。《行政效率》刊物先后共刊载202篇文章,其中有69篇文章专门研究文书档案工作,其中有对文书档案工作现状的调查,①也有关于档案管理体制,档案管理方法、档案分类方法的讨论以及关于库房改建、纸张字迹保护等方面的内容,试图从改革现有文书档案的角度去研究公文运转程序和处理办法,来提高机关的办公效率,从而促进政治革新,虽然这些举措并没有达到预期设想的目标,但是这些文章对中国近代档案学的发展却有着重要的意义,杂志中的许多文章对档案学的研究已达到比较系统化、专业化的程度,而且涉及的范围也比较全面,为我们研究中国近代的档案学发展留下了宝贵的财富。同时,这在客观上也向公众传播了档案学知识,促进了中国近代档案学的产生和档案工作的发展,对中国近代档案学发展具有重要影响。本文对民国时期《行政效率》杂志的研究主要分三个部分展开论述,首先论述《行政效率》杂志的创刊背景和创刊经过,包括国内国际背景,其次,论述了《行政效率》杂志中有关档案学的主要内容,包括对档案理论的探讨和档案工作实践的探讨两个方面,理论探讨主要从档案的性质、作用、种类,档案管理的原则和方法,人才选用,档案行政问题这几个方面展开分析,工作实践方面的探讨主要是分析研究档案工作内容、规章制度以及管理方法。最后,重点论述了《行政效率》杂志对中国近代档案学发展的影响。重点是通过分析档案管理的实践工作以及在该理论的影响下出版的相关专著两个方面对档案学发展的影响：首先是在一定程度上推动了近代中国档案学的产生,其次,促进了近代中国档案工作实践的反展；向社会宣传了档案工作；为档案工作者提供了一个学术交流和讨论的平台。

The "administrative efficiency" has a total of 202 articles published in journals, including 69 articles devoted to the study of archives work, the investigation on the present situation of the archives work documents, but also about the file management system and file management method, discuss the file classification method and content about the real library renovation, paper writing and other aspects of protection, to study the document operation procedures and measures to reform the existing archives from the angle, to improve the office efficiency, so as to promote political reform, although these measures did not reach the expected goal, but the development of modern archival Chinese study is of great significance, many articles in the magazine has reached more systematic and professional level of archives research, but the scope is more comprehensive, for us to study the Chinese modern archives left Precious wealth. At the same time, it objectively disseminate knowledge of archival science to the public, promotes the development of archives science and archives work in modern China, and has an important influence on the development of Archives Science in modern China. This paper studies on the period of the Republic of China "administrative efficiency" magazine mainly divided into three parts, first discusses the "administrative efficiency" magazine's founding background and process, including domestic and international background, secondly, discusses the main content of the "on administrative efficiency" in the journal Science archives, including two aspects of work practice and exploration and the archives theory, theoretical discussion mainly from the archives of the nature, function, types, principles and methods of archives management, personnel selection, archival administration this several aspects of analysis, discusses the practice of analysis is the main content, research archives regulations and management methods. Finally, the paper focuses on the influence of "administrative efficiency" on the development of modern Chinese archives. The focus is through the analysis of the archives management practice and related publications under the influence of this theory of the two aspects of the influence of the development of Archives: the first is to a certain extent, promoted the modern Chinese archives, secondly, promoted the development of modern China archives practice development; promote the archives work to society; provides a platform for academic exchange and discussion of archivists.
