【摘要】：用户对信息资源需求量日益增加,图书馆采购经费支出也随之增多,从而导致各地图书馆经费紧张,造成目前图书馆信息资源普遍短缺,开放存取理念应运而生,开放存取资源对这些问题的解决有积极作用。开放存取首先在国外产生,所以国外发展开放存取比较早,建设了很多开放存取资源,对其开发利用比较完善,但是在国内起步比较晚,还没有完善对开放存取资源的开发与利用,建设情况有待进一步提升,图书馆是开发利用这方面资源的主要机构,需要提高和完善开放存取资源的开发与利用,才能有效缓解图书馆采购经费紧张的局面,丰富与提高图书馆电子资源的数量与质量。安徽省高校图书馆对开放存取资源的认识和利用还不够深入和广泛,个别高校图书馆在这方面的发展还是空白,有很大的发展空间。本文选择安徽省高校图书馆进行深入细致地调查和研究,分析安徽省高校图书馆开放存取资源开发利用的现状,找出需要解决的主要问题,为安徽省高校图书馆开放存取资源开发利用提出具体可行的建议。本文主要分为七个部分,如下:第一部分是绪论,在绪论部分主要阐述本文的研究背景、目的和意义,介绍开放存取的产生原因,确定开放存取资源的定义。通过文献研究法了解国内外开放存取资源的发展情况,在相关理论研究的基础上阐述本文的研究方法、思路和创新点。第二部分是对安徽省高校图书馆开放存取资源开发利用的调查设计,首先确定本文调查对象是安徽省29所高校图书馆,调查内容是图书馆开放存取资源开发利用的情况,调查步骤主要采用网络调查法和文献研究法对安徽省高校图书馆进行深入细致地调查和研究。第三部分是对安徽省高校图书馆开放存取资源开发利用的整体情况调查,调查的内容主要包括对各个高校图书馆开放存取资源的揭示角度、揭示方式、数量、资源类型、组织方式、宣传情况、内容等方面,从而形成对安徽省高校图书馆开放存取资源开发利用的调查统计表,仔细研究并分析安徽省高校图书馆开放存取资源开发利用的整体情况。第四部分是对安徽省高校图书馆开放存取资源开发利用的典型案例分析及启示,主要从开放存取资源数量、种类、分类标准等方面对安徽大学图书馆、安徽医科大学图书馆、安徽工业大学图书馆、铜陵学院图书馆和合肥工业大学图书馆进行了分析,总结归纳出这五所高校图书馆在开放存取资源开发利用方面的优势与劣势。第五部分是安徽省高校图书馆开放存取资源开发利用存在问题及原因分析。通过第三部分安徽省高校图书馆开放存取资源开发利用的整体情况调查和第四部分安徽省高校图书馆开放存取资源开发利用的典型案例分析及启示,找出安徽省高校图书馆在开放存取资源开发利用方面存在的问题,主要有开放存取资源揭示方式不明确、组织方式单一、开放存取资源量质不高和宣传力度不够这四个方面的问题。第六部分是对安徽省高校图书馆开放存取资源开发利用的思考和建议。根据第五部分找出的问题,本文为安徽省高校图书开放存取资源开发利用提出具体可行的建议,有精确揭示开放存取资源、科学组织开放存取资源、提升开放存取资源质量和加强宣传开放存取资源,以促进对开放存取资源的开发利用。第七部分是结语,总结开放存取资源产生原因和对高校图书馆馆藏建设的促进作用,以及写作过程中存在的缺憾,希望在今后的研究中得到进一步发展。希望本文在调查研究中得到的结论与提出的策略能对安徽省高校图书馆开放存取开发利用有促进作用,推动安徽省高校图书馆事业整体的发展。

The construction of a lot of open access resources, its development and utilization are relatively perfect, but in China started relatively late, there is no perfect development and utilization of open access resources, the construction of the library is to be further improved, the development and utilization of the resources of the main body, the need to improve and improve the development and utilization of open access resources, in order to effectively to alleviate the tense situation of Library procurement funds, enrich and improve the quality and quantity of electronic resources in the library of Anhui. University Libraries in understanding and utilization of open access resources is not enough in-depth and extensive, individual university library development in this area is still a blank, there is much room for development. The choice of University Libraries in Anhui Province in-depth investigation and research, analysis of Anhui province university libraries open access resources exploitation situation, find out the main problem need to solve, for the Anhui province university library open access resources exploitation put forward feasible suggestions. This paper is divided into seven parts, as follows: the first part is the introduction, in the introduction part mainly elaborates the research background, purpose and significance, introduces the causes of open access, definition of open access resources. Through the development of literature research method to understand the domestic and foreign open access resources, explains the research method on the basis of relevant theoretical research, The idea and innovation. The second part is the investigation of design and development and utilization of open access resources of University Libraries in Anhui Province, this paper firstly surveyed 29 University Libraries of Anhui Province, the contents of investigation situation of library development and utilization of open access resources, investigation procedures to conduct detailed investigation and Research on the University Library in Anhui province network survey and literature research methods. The third part is to investigate the overall situation of development and utilization of open access resources of University Libraries in Anhui Province, the survey includes various university libraries open to access resources reveal angle, reveal, quantity, type of resources, organization, propaganda, content and other aspects, thus the formation of the investigation statistics of Anhui province university library development and utilization of open access resources, careful study and analysis of Anhui province university library open The overall situation of the development and utilization of access resources. The sixth part of the University Library in Anhui Province on Exploitation and utilization of open access resources and suggestions according to the fifth part of the problems identified in this paper, for the Anhui province university library development and utilization of open access resources put forward feasible suggestions, precisely reveal the open access resources, scientific organization of open access resources, improve the quality of open access resources and strengthen the publicity of open access resources, to promote the development and utilization of open access resources. The seventh part is the causes of summary of open access resources and promote the construction of university libraries, and in the process of writing. Unfortunately, we hope to further develop in the future research. Hope that the conclusions and strategies put forward in this paper can promote the open access development and utilization of University Libraries in Anhui Province, and promote the overall development of Anhui academic libraries.
