【摘要】:据全国第六次人口普查数据显示,0-18岁未成年人数量已超过两亿,约占总人口 17.4%。其中,0-3岁婴幼儿数量约6031万,占未成年总数的26%,婴幼儿群体是未成年群体的重要分支1。婴幼儿是国家和民族的新生军,他们的健康成长与优良教育关乎国家未来的繁荣发展。IFLA于2007年颁布第一部公共图书馆婴幼儿服务专门指南性文件——《婴幼儿图书馆服务指南》;我国政府至今已颁布多个文件强调要推进婴幼儿文化服务事业,但国内公共图书馆界的婴幼儿服务意识和服务能力仍然处于初级低水平阶段;与之形成鲜明对比的是,国外众多公共图书馆早于20世纪末就已有开展婴幼儿服务的实践案例,且专业度高、成效佳、影响广。基于这样的背景,本文展开对我国公共图书馆婴幼儿服务的研究。因婴幼儿群体的心理与生理的特殊性,公共图书馆开展婴幼儿服务要充分考虑到婴幼儿的认知特点、服务需求、教育要点等。无论是从婴幼儿潜能开发、儿童权利维护等儿童发展教育角度,还是从公共图书馆的地位、优势、使命、原则等问题出发,公共图书馆都在社会性婴幼儿服务中占据主体地位。理论研究上,我国学术界缺乏对公共图书馆婴幼儿服务研究的重视,呈现研究成果少,层次低,结构相似等不足。研究内容停留在婴幼儿服务案例分析和宏观层面对策两个方面,缺乏创新性和独立思考,与构建专业系统的研究体系尚存在巨大差距。理论研究的不足在一定程度上直接影响实践成果,如何开展专业化、系统化的婴幼儿服务是目前我国公共图书馆最大的难题。据笔者对婴幼儿家长与公共图书馆的问卷调查显示,我国公共图书馆的婴幼儿服务总体开展情况不佳,各级公共图书馆的婴幼儿服务程度和成果差异大,专业化程度低,服务内容单一,主要面临缺乏理论指导、资金紧缺、服务对象需求与服务馆员质量的矛盾等困境。对此,笔者不仅对国外著名的婴幼儿服务案例和公共图书馆婴幼儿日常服务进行解读分析,总结若干值得学习的经验,还针对目前我国在该领域研究和实践的现状,包括取得的进展和面临的困境,提出多方面系统策略,帮助我国公共图书馆打破瓶颈,开展特色专业的婴幼儿服务。笔者提出,我国公共图书馆要办好婴幼儿服务,需从资金、宣传、馆藏、基础设施设备、馆员教育培训、理论研究、实践管理评估等七个方面入手,着重强调婴幼儿服务活动的专业性、系统性和持续性,自上而下,自内而外统一步伐,才能让我国公共图书馆的婴幼儿服务迈上新的台阶。
[Abstract]:According to the data from the sixth National population Census, the number of minors aged 0-18 has exceeded 200 million, accounting for about 17.4 percent of the total population. Among them, the number of children aged 0-3 is about 60.31 million. The infant and young children group is an important branch of the minor group 1.Infant children are the new army of the state and the nation. Their healthy growth and good education are related to the future prosperity of the country. IFLA issued the first special guide document of infant and young child service of public library in 2007. Several documents have emphasized the need to promote cultural services for infants and young children. However, the service consciousness and ability of infants and young children in public libraries in China are still at the initial low level. In contrast, many foreign public libraries have already carried out infant and child service practices as early as the end of the 20th century, and in contrast, many foreign public libraries have already carried out infant and child services as early as the end of the 20th century. Based on this background, this paper studies the infant services in public libraries of our country. Because of the particularity of psychology and physiology of infants and young children, Public libraries should fully take into account the cognitive characteristics, service needs, key points of education, etc., whether from the perspective of the development of infants' potential, the protection of children's rights, and so on. Or from the position, advantage, mission, principle and so on of the public library, the public library all occupy the main position in the social infant service. The academic circles of our country lack of attention to the research of infant and child service in public library, which shows that the research results are few, the level is low, and the structure is similar, etc. The contents of the research stay in two aspects: case analysis of infant and young child service and countermeasures at the macro level. Lack of innovation and independent thinking, and there is still a huge gap between the construction of a professional system of research system, the lack of theoretical research to a certain extent directly affect the practical results, how to develop specialization, The systematic service of infants and young children is the biggest problem in the public library of our country at present. According to the questionnaire survey of parents and public libraries of infants and young children, the author shows that the service of infants and young children in the public libraries in our country is not well carried out on the whole. The service degree and achievement of infants and young children in public libraries at all levels differ greatly, the degree of specialization is low, the service content is single, and they are mainly faced with the difficulties of lack of theoretical guidance, shortage of funds, contradiction between the demand of service objects and the quality of service librarians and so on. The author not only interprets and analyzes the famous cases of infant and child service and the daily service of infants and children in public libraries, summarizes some experiences that are worth learning, but also aims at the present situation of research and practice in this field in our country. Including the progress made and the difficulties we are facing, this paper puts forward a number of systematic strategies to help the public libraries break the bottleneck and develop specialized infant and child services with special characteristics. The author suggests that in order to run the infant and child services well, the public libraries of our country should start with funds. Starting with seven aspects such as publicity, library collection, infrastructure equipment, librarian education and training, theoretical research, and practical management evaluation, the emphasis is placed on the professional, systematic and continuous nature of infant and child service activities, and the integration of the steps from top to bottom, from inside to outside, Only then can our country public library's infant and child service step to a new level.
