公众需求视角下公共数字文化资源建设版权问题与对策研究

【摘要】：文章通过问卷调查,对公众的版权意识与素养、公共数字文化资源版权需求、公共数字文化资源利用行为和公共数字文化平台功能需求进行调查。调查结果表明:大部分被调查者乐于使用公共数字文化资源,认为在公共数字文化资源建设过程中,应当尊重版权人的权利;在利用其作品时需要得到其授权。要求公共数字文化平台上作品版权归属清晰,便于了解作品的具体情况。在公共数字文化网站能够有效保护版权的条件下,大部分被调查者愿意提供自己的作品。被调查者在面对版权限制时,能够通过合理渠道满足对作品的需求。对于公共数字文化资源类型,被调查者有较明显的偏好;在使用作品付费方式方面,被调查者按照便利性从高到低进行选择。
[Abstract]:This paper investigates the copyright consciousness and accomplishment of the public, the copyright demand of the public digital cultural resources, the behavior of using the public digital cultural resources and the functional needs of the public digital cultural platform. The results show that most of the respondents are willing to use the public digital cultural resources and hold that the rights of copyright owners should be respected in the construction of public digital cultural resources and that they need to be authorized to use their works. The copyright ownership of works on the public digital cultural platform is clear and easy to understand the specific situation of the works. Under the condition that public digital culture website can effectively protect copyright, most respondents are willing to provide their own works. Respondents in the face of copyright restrictions, through reasonable channels to meet the needs of the work. For the types of public digital cultural resources, respondents have a clear preference; in the use of work payment, respondents according to convenience from high to low choice.
