基于公民阅读权利保障的政府责任研究

【摘要】：目前,虽然我国政府在保障公民阅读权利方面的工作已取得了一些成绩,但是,在实际操作层面仍然存在一些偏差,主要表现在公共阅读资源配置不均、弱势群体阅读权利保障不利、阅读立法障碍重重等方面。政府是公民阅读权利制度保障的责任主体、资源保障的责任主体、监督管理的责任主体,因此,推动全民阅读,保障公民阅读权利是政府不可推卸的责任,需要通过强化政府责任意识、强化职能部门统筹协调、强化政绩考核评价、强化社会共同参与等途径促进政府兑现责任。参考文献12。
[Abstract]:At present, although the government has made some achievements in the protection of citizens'reading rights, there are still some deviations in the practical operation, mainly in the uneven allocation of public reading resources, the disadvantage of the protection of vulnerable groups' reading rights, the obstacles to reading legislation and so on.
