安徽省基层公共图书馆社会化管理研究

【摘要】:基层公共图书馆是我国基层公共文化服务体系的重要组成部分,是一个城市文化建设的标志。随着我国经济文化建设的大力发展以及人民群众文化需求的日益增强,各地政府开始兴建以区级图书馆和社区图书馆为主的基层公共图书馆。在政府职能转变、编制精简的大环境下,地方政府没有足够的人员编制和办馆经验,贸然开展基层公共图书馆的工作,不能给当地群众带去高质量的服务,无法满足群众日益增长的文化需求。将基层公共图书馆委托给社会力量管理与运营,是对政府职能转变的一大助力,也是对图书馆管理机制的一大创新,社会化管理机制已经成为全国基层公共图书馆的一大发展趋势。图书馆社会化管理是指在一定时限内社会力量在政府授权下接管图书馆的全部管理与运营工作。目前,国内实行社会化管理机制的基层公共图书馆的案例较少,相关研究文献也不多,所有实践工作都在摸索中前行,取得了显著的成效,但也暴露出许多问题。为了提高基层公共图书馆的服务质量,完善图书馆社会化管理机制,为其他地区的基层公共图书馆建设工作提供经验,本研究将对安徽省三所基层公共图书馆社会化管理的现状进行调研,总结先进的经验,探索存在的问题,进而开展对策分析,尝试提出改善对策。论文主要包括六个部分,各部分的主要内容如下:第一部分为绪论,主要介绍本文的研究背景与意义,总结国内外对本课题的研究现状,确定研究方法和研究思路以及阐述本文的创新点;第二部分为基础理论,对基层公共图书馆社会化管理的相关理论研究进行概述、梳理,界定基层公共图书馆社会化管理的概念,同时阐述了基层公共图书馆实行社会化管理机制的动因;第三部分为调查部分,通过实地调研、专家访谈等方法对安徽省内实行社会化管理机制的基层公共图书馆的现状进行调查,调查内容包括社会化管理的参与对象、管理内容、人员结构、监督与评估等;第四部分是收效鉴定与问题探索,通过前文对安徽省基层公共图书馆社会化管理现状的调查进行分析,对基层公共图书馆社会化管理取得的成效进行鉴定,并且探索目前基层公共图书馆社会化管理存在的问题;第五部分是对策研究,针对上文中总结出的基层公共图书馆社会化管理存在的问题进行思考,以及总结正在实行的先进管理方法,为安徽省基层公共图书馆社会化管理提出针对性的改善对策;第六部分为研究结论与展望,对本次课题研究进行总结,指出不足之处,并对将来安徽省基层公共图书馆社会化管理机制的完善进行展望。
[Abstract]:Grass-roots public library is an important part of public cultural service system and a symbol of urban cultural construction. With the development of economic and cultural construction in China and the increasing cultural needs of the people, local governments began to build grass-roots public libraries with district libraries and community libraries as the main areas. Under the general environment of changing the functions of the government and streamlining the establishment, the local governments do not have enough personnel establishment and experience in running libraries, so they hastily carry out the work of the grass-roots public libraries and cannot bring high quality services to the local people. Unable to meet the growing cultural needs of the masses. Entrusting grass-roots public libraries to the management and operation of social forces is a great help for the transformation of government functions and a major innovation in the management mechanism of libraries. The socialized management mechanism has already become a big development trend of the national grass-roots public library. The socialized management of library refers to taking over the whole management and operation of library under the authority of the government within a certain time limit. At present, there are few cases in the grass-roots public libraries with socialized management mechanism in our country, and there are not many related research documents. All the practical work is on the way, and has achieved remarkable results, but also exposed many problems. In order to improve the service quality of the public libraries at the grass-roots level, perfect the socialized management mechanism of the libraries, and provide experience for the construction of the public libraries at the grass-roots level in other regions, The present situation of socialized management of three grass-roots public libraries in Anhui Province is investigated, the advanced experience is summarized, the existing problems are explored, and the countermeasures are analyzed to try to improve the countermeasures. The main contents of this paper are as follows: the first part is the introduction, which mainly introduces the research background and significance of this paper, summarizes the domestic and foreign research status of this topic. The second part is the basic theory, summarizes the relevant theoretical research on the socialized management of grass-roots public libraries, combs, This paper defines the concept of socialized management of grass-roots public libraries, and expounds the motivation of implementing socialized management mechanism of grass-roots public libraries. The third part is the investigation part, which is based on field investigation. This paper investigates the present situation of the grass-roots public libraries in Anhui Province by means of expert interview. The contents of the investigation include the participating object, the management content, the personnel structure, the supervision and the evaluation of the socialized management. The fourth part is the result appraisal and the question exploration, through the above article carries on the analysis to the Anhui Province basic unit public library socialization management present situation investigation, carries on the appraisal to the basic unit public library socialization management achievement. And explore the existing problems in the socialization management of grass-roots public libraries. The fifth part is the study of countermeasures, in view of the above summarized problems in the social management of grass-roots public libraries, And summarizes the advanced management methods being carried out, puts forward targeted improvement measures for the socialization management of the grass-roots public libraries in Anhui Province. The sixth part is the conclusion and prospect of the research, and summarizes the research on this topic, points out the inadequacies, The author also looks forward to the improvement of the socialized management mechanism of the grass-roots public libraries in Anhui Province in the future.
