推进情报机构转型,加强战略情报服务——创新战略视角下的科技情报机构发展思考

【摘要】：当前我国正在大力实施创新驱动发展战略,推进新形势下科技情报机构的转型发展对于增强情报服务能力、加快科技创新具有重要意义。通过分析我国科技情报机构面临的内部体制以及外部环境,提出科技情报机构必须转向战略情报服务,提供动态监测、态势分析、前瞻预测等服务,并加强情报服务内容、业务运作机制以及情报技术方法等方面的转型。
[Abstract]:At present, our country is vigorously implementing the strategy of innovation-driven development, and promoting the transformation and development of scientific and technological information institutions under the new situation is of great significance for strengthening the ability of information service and speeding up scientific and technological innovation. Based on the analysis of the internal system and external environment faced by our country's scientific and technological intelligence agencies, it is pointed out that the scientific and technological intelligence agencies must turn to strategic information services, provide dynamic monitoring, situation analysis, forward-looking forecasting and so on, and strengthen the contents of the information services. Business operation mechanism and information technology methods and other aspects of the transformation.
