【摘要】：出入境边防检查工作既有很强的政策性,涉外性,又与经济,民生密切相关。进入二十一世纪以来,随着中国经济不断发展,综合国力不断提高,出入境人员呈逐年递增之势。以浦东机场为例,2011年,浦东机场出入境人员(含机组)为2176万,2013年增至2461万,而到了2015年更是突破3000万大关,五年里出入境人员(含机组)增长近40%。而与新时期下急剧增长的出入境人员相对应的是,我国大陆目前出入境边防检查的各项制度仍然秉持着建国之初的精细查验原则。剧增的客流与落后的边防检查制度成为了新时期下出入境边防检查工作的主要矛盾。本文通过分析我国目前出入境边防检查制度的现状,比较世界上其他国家出入境边防检查制度的主流方向,结合中国国情,提出统一编制,统一管理,明确职能等改革出入境边防检查制度的方法,阐述理由,并以公共管理学,行政学和法理学等理论学科为基础,充分结合当前出入境管理中的实际情况,以服务和管控为目标,探讨出入境边防检查制度改革的最优方案。
[Abstract]:Since 21th century, with the continuous development of China's economy, the comprehensive national strength has been continuously improved as the entry and exit border inspection work has a strong policy, involving foreign affairs, and is closely related to the economy and people's livelihood. The number of entry-exit personnel is increasing year by year. Taking Pudong Airport as an example, in 2011, the number of entry-exit personnel (including units) at Pudong Airport was 21.76 million, and in 2013 it increased to 24.61 million. In 2015, the number of entry-exit personnel (including units) increased by nearly 40 percent, and the number of entry-exit personnel increased sharply in the new period, corresponding to the rapid increase in the number of entry-exit personnel in the new period. The current entry and exit border inspection systems in mainland China still adhere to the principle of fine inspection at the beginning of the founding of the people's Republic of China. The surging passenger flow and the backward border inspection system have become the main spears for the entry and exit border inspection work in the new period. This paper analyzes the current situation of border inspection system in China. This paper compares the mainstream direction of the entry and exit border inspection system in other countries in the world, and puts forward the methods of reforming the entry and exit border inspection system, such as unified compilation, unified management, and clear functions, and expounds the reasons for the reform in the light of China's national conditions. And on the basis of public management, administration and jurisprudence and other theoretical disciplines, fully combined with the actual situation in the current immigration management, to serve and control as the goal. This paper discusses the optimal scheme for the reform of border inspection system.
