政府信任视角下的农村征地型群体性事件研究

【摘要】：伴随着我国工业化和农村城市化的进程,政府部门对于土地的需求越来越旺盛。为了能够获取更多土地,政府部门免不了对农村征用土地。而在征地的过程中,由于政府部门决策失误、基层政府工作人员工作方式不当、借征地之名谋取私利以及被征地农民抵触等诸多原因,导致被征地农民与基层政府部门之间的矛盾时有发生,有时甚至会导致流血冲突等恶劣事件。本文以苏州“通安事件”、广东“乌坎事件”和云南“晋宁血案”为例,使用文献法、案例分析法等研究方法,从政府信任这个角度来对农村征地型群体性事件进行研究。研究发现,当同时具备共同利益受到侵犯、相同情感不断凝聚、核心人物组织动员三个条件时,群体性事件就很容易爆发。较高的政府信任水平有助于防治群体性事件,稳定社会秩序,实现民主法治;而政府信任度低则是农村征地性群体性事件高发的重要原因。然后从三个典型的农村征地型群体性事件具体分析了政府信任在防治群体性事件中所发挥的作用。最后本文从政府信任的视角,提出了农村征地型群体事件的治理对策,包括完善立法与制度保障、提高政府执政能力、提高公务员行政能力、完善农民利益表达机制。
[Abstract]:With the process of industrialization and rural urbanization in China, the demand for land by government departments is more and more strong. In order to obtain more land, government departments can not avoid expropriating land in rural areas, but in the process of land expropriation. As a result of government decision-making mistakes, grass-roots government workers work improperly, the name of land requisition for personal gain and land requisition farmers conflict and many other reasons. As a result of the land expropriated farmers and grass-roots government departments of contradictions occur from time to time, sometimes even lead to bloody conflicts and other bad events. This article uses the Suzhou "Tongan incident". "Wukan incident" in Guangdong Province and "Jinning Blood case" in Yunnan Province as examples, using literature method, case analysis and other research methods, from the perspective of government trust to study the rural land expropriation group events. When the same common interests are infringed, the same feelings are constantly condensed, the core organization mobilization three conditions, group incidents are easy to erupt. A higher level of government trust is conducive to prevent and cure group incidents. Stabilizing social order and realizing democracy and rule of law; The low level of government trust is an important reason for the high incidence of rural land expropriation group events, and then analyzes the role of government trust in the prevention and treatment of mass incidents from three typical rural land expropriation group events. Finally, this paper from the perspective of government trust. This paper puts forward the countermeasures of the rural land expropriation group event, including perfecting the legislation and system guarantee, improving the government's ruling ability, improving the civil servant's administrative ability, and perfecting the mechanism of farmers' interest expression.
