拉萨市交警队伍素质建设问题研究

【摘要】: 公安机关交警队伍是人民民主专政的重要工具之一,在我国现代化进程中肩负着巩固共产党执政地位、维护国家长治久安、保证人民安居乐业的重大使命和维护交通秩序、保障交通运输的畅通与安全以及机动车的牌证登记管理等任务。当前,我国各地交警部门都普遍存在着警力不足的现实问题,由于交警人数的增加受到财政、编制等各种因素的制约,一味地通过增加人数来解决警力不足的问题是不现实的,要想提高交警工作效能,更好地为社会公众提供优质的交通管理服务,就必须要解决交警素质问题。随着经济社会的发展,我国已逐步完成了由计划经济体制向市场经济体制的重要转变,我国社会进入了社会主义市场经济建设的高速发展期。与此同时,世界第五次警务革命已趋向成熟,现代交通已进入快速发展阶段,这些都给交警的素质提出了严峻的挑战。因此,进一步规范交警队伍,全面提高交警素质,建设一支适应社会发展要求的高素质交警队伍,是一项刻不容缓的重要任务也是摆在我们面前的课题。 笔者作为西藏公安部门在职干警,发现当前拉萨交警队伍素质建设与国内外交警队伍素质建设相比还存在不少问题,如管理水平不高、执法保障不力、队伍整体素质低下等等,严重制约着拉萨交警部门交通管理职能的充分发挥。笔者认为,交警队伍的素质建设应是一个系统工程,并且受制于地方和国家的政治、经济、历史发展阶段等各方面的因素,因此交警队伍素质建设必须放在整个国家和社会发展的大环境中去考虑。目前,对于拉萨交警部门来说,应当以西藏实施跨越式发展和长治久安战略为契机,从队伍素质建设的各个环节着手,找出队伍素质建设中的问题和对策是全面提高交警素质的有效途径。 本文借助行政管理学、公安学和人力资源开发与管理等专业理论,通过文献分析和比较研究的理论方法和问卷调查和人物访谈等实证研究,采用定性与定量分析相结合、理论与实践相结合的研究方法,从拉萨交警队伍素质基本概念入手,探索性地对拉萨交警队伍素质建设的现状进行了分析并提出了对策建议。其中,在现状的分析中,着重分析了目前拉萨交警队伍素质建设中取得的成果和存在的问题,并从历史文化、政治经济、管理体制等方面进行了成因的分析。在对策建议中,笔者首次将素质模型、交警考核指标体系和360度绩效评估法、培训系统等用于交警的素质建设对策中,使研究更加科学。并且从管理体制、考核激励机制、教育培训制度、保障体系和监督机制、交警文化等方面提出了具体的对策建议,为拉萨市交警队伍素质建设提供较为客观、科学的依据,并最终为西藏乃至全国的公安部门决策层提供一定的参考和建议。
[Abstract]:The traffic police force of public security organs is one of the important tools of the people's democratic dictatorship. In the process of modernization of our country, it shoulders the responsibility of consolidating the ruling position of the Communist Party and maintaining the long-term stability of the country. To ensure the people's great mission of living and working in peace and contentment, to maintain traffic order, to ensure the smooth flow and safety of traffic and transportation, and to manage the registration of motor vehicles. Traffic police departments in various parts of our country generally have the practical problem of insufficient police force. Due to the increase of the number of traffic police officers are restricted by various factors such as finance, establishment and so on. Blindly increase the number of people to solve the problem of inadequate police force is unrealistic, to improve the efficiency of traffic police, better for the public to provide quality traffic management services. With the development of economy and society, our country has gradually completed the important transformation from planned economy system to market economy system. Our society has entered a period of rapid development in the construction of socialist market economy. At the same time, the 5th police revolution in the world has come to maturity, and modern transportation has entered the stage of rapid development. All these put forward a severe challenge to the quality of traffic police. Therefore, further standardize the traffic police team, improve the quality of traffic police in an all-round way, and build a high-quality traffic police team to meet the needs of social development. Is an urgent and important task is also placed in front of us. As an on-the-job police officer in Tibet, the author finds that there are still many problems in the quality construction of traffic police in Lhasa compared with the quality construction of traffic police at home and abroad, such as low level of management and weak protection of law enforcement. The low overall quality of the team seriously restricts the Lhasa traffic police department traffic management function to give full play. The author believes that the quality building of the traffic police team should be a systematic project. And subject to local and national political, economic, historical development stage and other factors, so the quality of traffic police team must be in the overall national and social development environment to consider. For the Lhasa traffic police department, we should take Tibet as an opportunity to implement the strategy of leaping development and long-term stability, and start from all aspects of the quality building of the team. It is an effective way to improve the quality of traffic police to find out the problems and countermeasures in the construction of team quality. Based on the professional theories of administrative management, public security, human resource development and management, this paper analyzes the theoretical methods of literature analysis and comparative research, as well as empirical research such as questionnaires and interviews. With the combination of qualitative and quantitative analysis, theory and practice, the basic concept of the quality of Lhasa traffic police team is introduced. This paper makes an exploratory analysis of the present situation of the quality construction of Lhasa traffic police team and puts forward some countermeasures and suggestions, among which, in the analysis of the present situation. This paper emphatically analyzes the achievements and problems in the construction of the quality of Lhasa traffic police team, and analyzes the causes from the aspects of history, culture, politics and economy, management system, etc. For the first time, the author applies the quality model, the evaluation index system of traffic police, the 360-degree performance evaluation method, the training system and so on, in order to make the research more scientific, and from the management system, the examination incentive mechanism. Education and training system, security system and supervision mechanism, traffic police culture and other aspects of specific countermeasures and suggestions, for the quality of Lhasa traffic police team to provide a more objective, scientific basis. And finally for Tibet and even for the decision-making level of public security departments to provide certain reference and advice.
