警务危机情境下公安机关沟通模式研究

【摘要】：我国目前处于发展的关键时期,面临着前所未有的战略机遇,同时也进入了问题凸显、矛盾激化的危机多发期。在这一时期,公安机关可能面对警务危机的可能性不断增加,而警务危机事件常常牵扯到社会民众的利益和社会的稳定局势,其难以预测和高度的不确定性以及破坏性,不但会使社会公众的情绪、心理受到损害,也会降低公安机关威信、损害警察形象。在警务危机处置的过程中,公安机关需要民众的信任与支持,各种决策、措施需要民众的理解和执行。如果失去了民众的信任和支持,就会影响社会稳定和危机的处理,甚至爆发更大的危机。对警务危机而言,有效的信息沟通是成功处置的独门法宝,因此对警务危机情境下公安机关的沟通模式进行研究是非常必要而且非常迫切的。本文从组织沟通、危机管理以及警务危机管理的相关理论入手,了解了组织沟通的一般模式,同时就危机管理的过程及危机沟通的特殊性进行了阐述,为深入了解警务危机管理奠定了基础。在具备一定的理论基础的前提下,本文就国内外公共部门危机情境下的沟通进行了研究,总结了公共部门在危机情境下沟通中存在的问题,并进一步研究了警务危机情境下公安机关沟通的特点、作用以及存在的问题,突出在警务危机事件发生后,有效沟通对处置危机事件、缓解对外关系、引导社会舆论、防止社会矛盾激化中发挥的重要作用,从中探讨公安机关在处理该起危机事件中的是与非,明确在警务危机处置的过程中,要在确保公安机关内部沟通机制畅通的前提下,建立相关的危机管理机制,制订相关预案,从预防警务危机事件入手,迅速对危机事件做出反应,及时与公众、媒体保持良好的沟通,从而使公安机关通过有效沟通达到预防警务危机、快速处置警务危机并消除警务危机的影响的效果。通过一种积极、真诚的沟通态度,减少警务危机对警察队伍和社会的影响,实现和谐社会的目标。
[Abstract]:At present, our country is in a critical period of development, facing unprecedented strategic opportunities. At the same time, it has also entered a period in which problems become prominent and conflicts intensify. In this period, the possibility that public security organs may face a police crisis is constantly increasing. However, the police crisis often involves the interests of the public and the stability of the society. It is difficult to predict, highly uncertain and destructive. It will not only damage the public's mood and psychology, but also reduce the prestige of the public security organs. Damage to the image of the police. In the process of handling the police crisis, the public security organs need the trust and support of the public, various decisions and measures need to be understood and implemented by the public. If the trust and support of the public is lost, It can affect social stability and crisis management, or even a bigger crisis. For a police crisis, effective information communication is the only way to deal with it successfully. Therefore, it is very necessary and urgent to study the communication mode of public security organs in the situation of police crisis. This paper starts with the relevant theories of organizational communication, crisis management and police crisis management, and understands the general mode of organizational communication. At the same time, it expounds the process of crisis management and the particularity of crisis communication. On the premise of having a certain theoretical foundation, this paper studies the communication in the crisis situation of the public sector at home and abroad. This paper summarizes the problems existing in public sector communication in crisis situations, and further studies the characteristics, functions and existing problems of public security organs in the situation of police crisis. Effective communication plays an important role in handling crisis events, easing foreign relations, guiding public opinion, preventing social contradictions from intensifying, and discussing whether the public security organs are right or wrong in dealing with the crisis. It is clear that in the process of dealing with the police crisis, we should, on the premise of ensuring the smooth communication mechanism within the public security organs, establish the relevant crisis management mechanism, formulate relevant contingency plans, and start with the prevention of police crisis events. To respond quickly to crisis events and to maintain good communication with the public and the media in a timely manner, thus enabling public security organs to prevent police crises through effective communication. Through a positive and sincere communication attitude to reduce the impact of police crisis on the police force and society to achieve the goal of a harmonious society.
