【摘要】： 建国初期,我国选择了计划经济作为我国的基本经济体制,这种经济体制有非常严格的计划性,要求对社会的各个方面进行严格的计划与控制,中国特色的户籍制度模式也就应运而生。二元的户籍制度在吉林省确立,这种户籍制度有非常强的控制性,它把农村与城市隔离开来,阻止人口的自由流动,由国家按照计划安排人口流动,并且区分城市居民与农村居民而确定不同的分配模式。改革开放以后,市场经济体制在我国确立,市场经济要求人口的自由的迁移即人口流动由市场机制决定,因此户籍制度就成为了市场经济发展的障碍,同时,随着经济的发展,人们对平等的要求越来越强烈,而户籍制度却造成了人与人之间的不平等,完全的不合时宜了。进入21世纪后,我国许多省份开始了户籍制度的改革,这些改革具有开拓性意义,也为吉林省提供了可贵的经验与教训。吉林省于2002年后连续出台了多项政策作为进行户籍制度改革的准备,吉林省户籍制度改革已经势在必行。为了吉林省的户籍制度改革顺利、高效的进行,本文在对其他省份户籍制度改革总结分析的基础上,为吉林省的户籍制度改革提出意见与对策,以期为吉林省户籍制度改革的早日到来尽绵薄之力。
[Abstract]:At the beginning of the founding of the people's Republic of China, our country chose the planned economy as the basic economic system of our country. This economic system has very strict planning and requires strict planning and control over all aspects of society. The pattern of household registration system with Chinese characteristics has emerged. The dual household registration system has been established in Jilin Province. This household registration system is very controlling. It separates the rural areas from the cities and prevents the free movement of the population. According to the plan, the state arranges the population flow, and distinguishes the urban residents from the rural residents, and determines the different distribution pattern. After the reform and opening up, the market economy system has been established in our country. The market economy requires the free migration of the population that is, the population flow is determined by the market mechanism. Therefore, the household registration system has become an obstacle to the development of the market economy, and at the same time, With the development of economy, people's demand for equality is becoming stronger and stronger, but the household registration system has caused inequality among people, which is completely out of date. After 21th century, many provinces of our country began to reform the household registration system. These reforms are of pioneering significance and provide valuable experience and lessons for Jilin Province. Since 2002, Jilin Province has issued several policies as preparation for the reform of the household registration system, and the reform of the household registration system in Jilin Province has become imperative. In order to carry out the reform of the household registration system in Jilin Province smoothly and efficiently, Based on the summary and analysis of the reform of the household registration system in other provinces, this paper puts forward some suggestions and countermeasures for the reform of the household registration system in Jilin Province, in order to contribute to the early arrival of the reform of the household registration system in Jilin Province.
