增城区公安分局分类绩效考核的研究

【摘要】:随着我国公安机关行政体制改革的不断深化,实行绩效管理是公安机关适应社会发展的需要,是探索公安队伍管理制度化的必然要求,也是落实我国民主和责任的重要举措。公安民警绩效考核是对一个地方公安警务工作和队伍建设的评价过程,直接体现了人民群众对政府的管理能力和服务水平的满意度。近来年,增城区公安分局一直致力于探索科学高效的队伍管理机制,采用分类绩效考核制度作为队伍管理的重要措施,为实现公安队伍的正规化、标准化和制度化目标而努力。但由于分类绩效考核作为公安队伍管理的一项新举措,在实施过程中难免出现“假、乱、虚”等现象。针对这一现象,结合笔者的工作实践,本文运用了文献研究法、调查研究法、案例分析法等方法,借鉴了公共部门管理的有关理论,对增城区分类绩效考核制度进行了深入的探讨和研究。论文总共安排5章。其中,第1章绪论包括研究背景、研究意义、国内研究综述及研究思路与研究内容。第2章包括理论基础及概念界定。第3章是简述我国警察队伍现行考核的方式,通过对增城区公安分局分类绩效考核的运行模式及2014年分类绩效考核的实际案例分析,全方位地概述出增城区公安分局分类绩效考核的标准、指标、过程、主体、结果的现状。第4章通过上一章对分类绩效考核中单位考核和个人考核的实际案例的剖析,概括出增城区公安分局分类绩效考核存在的问题及原因。第5章针对分类绩效考核存在的问题,提出优化分类绩效考核的的原则和对策。
[Abstract]:With the deepening of the reform of the administrative system of the public security organs in our country, it is necessary for the public security organs to adapt to the needs of the social development and to explore the institutionalization of the management of the public security forces. It is also an important measure to implement democracy and responsibility in our country. The performance appraisal of public security police is the evaluation process of a local police work and team building. It directly reflects the people's satisfaction with the management ability and service level of the government. In recent years, Zengcheng District Public Security Sub-Bureau has been devoted to exploring scientific and efficient team management mechanism. The classified performance appraisal system is adopted as an important measure in the management of the public security team, and the goal of regularization, standardization and institutionalization of the public security team is realized. However, as a new measure of the management of the public security team, the classified performance appraisal is regarded as a new measure. In the process of implementation, the phenomenon of "falsehood, disorder and vacuity" inevitably appears. In view of this phenomenon, combined with the author's work practice, this paper uses the methods of literature research, investigation and research, case analysis, etc. Based on the relevant theories of public sector management, this paper makes a deep discussion and research on the performance appraisal system of Zengcheng District. There are five chapters in this paper. Among them, the first chapter is the introduction, which includes the research background, the significance of the research. Chapter 2 includes the theoretical basis and the definition of the concept. Chapter 3 is a brief description of the current assessment of the police force in China. By analyzing the operation mode of classified performance appraisal of Zengcheng District Public Security Branch Bureau and the actual case study of classification performance appraisal in 2014, the standard, index, process, subject of classification performance appraisal of Zengcheng District Public Security Branch Bureau are summarized in all directions. Chapter 4 analyzes the actual cases of unit assessment and individual assessment in classified performance appraisal through the previous chapter. This paper summarizes the problems and causes of classified performance appraisal in Zengcheng District Public Security Substation. Chapter 5 puts forward the principles and countermeasures of optimizing classification performance appraisal in view of the problems existing in classification performance appraisal.
