海港边防检查站服务管理模式创新研究

【摘要】：海港边防检查站是国家设在对外开放口岸,依法对海港出入境人员及其行李物品、出入境交通运输工具及其载运货物实施检查管理的行政执法机关,负责维护国家主权、安全和社会秩序。如何有效保证海港边防服务水平的提高,是海港边防检查站的工作重心。本文以海港边防检查站现行的服务管理模式为出发点,对服务管理的创新方法进行深入研究。本研究首先针对海港边防检查站基本定义、服务沿革、服务管理现状、同类检查站的服务管理模式以及服务管理体制与政府行政模式的一致性方面进行了综述,总结了定义内容、历史进程、现状、同行业情况等对服务管理体制研究的重要性。随后,阐述了边防检查站服务管理模式存在的问题,对当前海防方边防检查站的繁重工作、要求与服务模式等进行剖析,罗列其中存在的问题。然后,从提高服务管理的可行性、优势、政府行政发展模式以及服务管理模式的职业需求进行剖析。最后,概述海港边防检查站服务管理的创新改革措施,分别从服务管理创新的全面推进、服务管理创新的制度建设进行概述,详细描述了双重体制下创新发展的模式、工作标准、队伍建设以及创新服务行政的工作理念、国际化发展策略与工作的同步,并以此提出了具体的战略保障措施,以期为海港边防检查站服务管理模式的创新开展提供一定的参考。通过本文研究可见,海港边检站勤务运行全面推动海港边防检查站服务管理体制创新发展,是深化提高边检服务水平的重要途径,是引领边检勤务机制改革的重要纽带,更是一项推动海港边检站全面建设的战略性举措。因此,在未来海港边检站要坚持与时俱进、务实创新,在总结、固化和提高上狠下功夫,不断提升海港边检勤务效能和信息化水平,全面推动海港边防检查站服务管理体制的创新。
