大都市秩序治理中的国家基础权力

【摘要】：过去二十多年里,中国在维持稳定的政治环境下实现了快速的城市化,这个现象颠覆了政治学的一个经典结论。作为一个例外,我们如何理解这种城市化与政治稳定彼此共生的问题?本文运用国家基础权力的理论,从国家的治理能力、国家对社会的控制范围以及国家统治的微观基础三个维度,来解释这个现象。基本的发现包括:(1)中国的城市化是提高国家的财政能力的重要手段,而财政能力的提高反过来有助于国家在城市基层社区里有效地推行政策,有助于运用再分配的手段缩小贫富差距;(2)国家基础权力的作用还来自于权力在城市空间的制度性拓展,将新的社会群体与国家之间建立起政治联系;(3)国家基础权力的建设着重于在城市底层人口中建立政治支持,福利上向底层人口倾斜,或者通过向弱势群体提供利益冲突的国家救济。国家基础权力在上述三个方面产生的共同作用,带来了城市在秩序治理方面的有效性。
[Abstract]:Over the past 20 years, China has achieved rapid urbanization in a stable political environment, a phenomenon that subverts a classic conclusion of political science. How do we understand the symbiosis between urbanization and political stability? This paper applies the theory of state basic power, from the three dimensions of national governance ability, the scope of state control over society, and the micro basis of state rule. Basic findings include: 1) urbanization in China is an important means of improving the country's fiscal capacity, which in turn helps the country effectively implement policies in urban grass-roots communities. The role of the basic power of the state also comes from the institutional expansion of power in urban space, which helps to narrow the gap between the rich and the poor by means of redistribution. The establishment of political ties between the new social groups and the State. (3) the building of the basic power of the State focuses on the establishment of political support among the urban bottom population, with welfare in favour of the bottom population. Or by providing the state relief to the vulnerable groups in conflict of interest, the joint effect of the basic power of the state in the above three aspects has brought about the effectiveness of the city in the aspect of order management.
