漳州市现行户籍制度改革的对策研究

【摘要】： 随着市场经济体制的发展,我国现行户籍制度的弊端也日益暴露出来,尤其是它已成为阻碍我国实现社会人口流动合理化的主要制度性因素。因此全面彻底地改革现行户籍制度是市场经济发展的必然要求。本文通过对现行户籍制度的产生背景、历史渊源、形成与演变的回顾,系统分析了我国现行户籍制度的历史贡献和存在的弊端。通过对国际户籍管理制度比较先进的美国、加拿大、日本、我国台湾地区和其他国家的户籍制度进行比较分析,得出对现行户籍制度改革的一些启示。文章紧接着通过对漳州市户籍制度改革的形成演变历程及其改革现状进行深入分析,指出漳州市的户籍制度已取得的显著成绩和存在的主要问题,并对问题产生的主要原因进行深入的探讨。接着,从漳州市对外开放的大形势,以及社会主义市场经济发展的大趋势来论述改革的客观必要性,并分析目前进行改革的基本条件和面临的阻碍,提出漳州市户籍制度改革的指导思想、基本原则和阶段性目标。最后,针对漳州市的户籍改革的实际,提出了在下一步工作中,要进行配套制度改革,要积极推动土地流转制度的创新,要建立城乡统一的户口登记管理制度,要科学设置准入门槛,要完善身份证制度,提高信息化水平,实现动态管理和静态管理相结合,要加快户籍改革的立法步伐等六大措施。
[Abstract]:With the development of the market economy system, the drawbacks of the current household registration system in China are increasingly exposed. Especially, it has become the main institutional factor that hinders our country to realize the rationalization of social population flow. Therefore, it is necessary to reform the current household registration system thoroughly and comprehensively in order to develop the market economy. By reviewing the background, historical origin, formation and evolution of the current household registration system, this paper systematically analyzes the historical contributions and existing drawbacks of the current household registration system in China. The household registration systems of Canada, Japan, Taiwan and other countries are comparatively analyzed. Then the article analyzes the evolution of the reform of the household registration system in Zhangzhou City and the current situation of the reform, through the in-depth analysis of the formation and evolution of the reform of the household registration system in Zhangzhou City. The paper points out that the household registration system in Zhangzhou City has made remarkable achievements and main problems, and probes into the main causes of the problems. Then, from the general situation of Zhangzhou's opening to the outside world, And the general trend of the development of the socialist market economy to discuss the objective necessity of the reform, and to analyze the basic conditions and obstacles of the current reform, and to put forward the guiding ideology of the reform of the household registration system in Zhangzhou City. Basic principles and phased objectives. Finally, in view of the reality of household registration reform in Zhangzhou, it is proposed that, in the next step of work, we should carry out the reform of the supporting system and actively promote the innovation of the land circulation system. It is necessary to establish a unified hukou registration management system in urban and rural areas, to set up the entry threshold scientifically, to perfect the ID card system, to improve the information level, to realize the combination of dynamic management and static management, and to speed up the legislative steps of household registration reform.
