【摘要】： 流动人口管理是一个复杂的社会系统工程,如果仅仅拘泥于某一个层面来讨论流动人口的管理服务这一问题,便会失去对该问题的本质透析。因此,在面对流动人口管理中存在的一系列问题就必须用系统的眼光来看待。加强流动人口管理服务工作,构建流动人口管理的长效机制,打破现有城乡二元户籍结构,消除地域性歧视,促使流动人口同当地居民和睦相处,是现代政府管理能力提升与否的一个重要标志。长沙市作为湖南省省会,特别是在长株潭城市群“两型社会”建设整体推进的大背景之下,越来越多的外来人口涌入长沙是必然的趋势。一方面,流动人口为整个长沙市注入了新的活力,为经济发展和城市建设做出了必不可少的贡献;另一方面,随之而产生的一系列的社会问题不容忽视。为此,本文试图对长沙市如何有效管理并服务于流动人口这一问题展开研究。全文分为五个部分,第一部分综述了国内外流动人口管理领域的研究文献,并对“流动人口”的概念进了科学界定。第二部分归纳了流动人口管理方面的相关理论,并阐述加强流动人口管理具有相当的重要性。第三部分主要是对长沙市流动人口管理的现状进行透析,即肯定了长沙市过去在流动人口管理方面取得的成绩,更指出了长沙市目前在流动人口管理方面存在的诸多不足之处。第四部分简略介绍了北京、上海、东莞、宁波四个城市如何加强流动人口管理的基本做法,在此基础上,本文总结了北京等四个城市对流动人口加强管理且值得长沙市借鉴的先进经验。第五部分是对长沙市进一步完善流动人口管理与服务工作提出对策建议。
[Abstract]:The management of floating population is a complex social system project. If we only focus on a certain level to discuss the management service of floating population, we will lose the essence of the problem. In the face of a series of problems existing in the management of the floating population, we must look at them from a systematic perspective, strengthen the management services of the floating population, construct a long-term mechanism for the management of the floating population, and break the existing urban-rural dual household registration structure. Eliminating regional discrimination and promoting the floating population to live in harmony with local residents is an important symbol of whether or not the management ability of the modern government is improved. Changsha, as the capital of Hunan Province, In particular, against the background of the overall development of the "two-oriented society" in the Changsha Zhuzhou and Zhuzhou urban agglomeration, it is inevitable that more and more foreign people are pouring into Changsha. On the one hand, the floating population has injected new vitality into the whole city of Changsha. It has made an essential contribution to economic development and urban construction; on the other hand, a series of social problems that have followed can not be ignored. This paper attempts to study how to effectively manage and serve the floating population in Changsha. The paper is divided into five parts. The first part summarizes the research literature in the field of floating population management at home and abroad, and defines the concept of "floating population" scientifically. The third part is to analyze the current situation of the management of floating population in Changsha, that is, to confirm the achievements of the management of floating population in Changsha in the past. The fourth part briefly introduces how to strengthen the management of floating population in four cities, Beijing, Shanghai, Dongguan and Ningbo, and on this basis, This paper summarizes the advanced experiences of four cities, such as Beijing, in strengthening the management of floating population and worthy of reference by Changsha. The fifth part is to put forward some countermeasures and suggestions to further improve the management and service of floating population in Changsha.
