公安边防部队绩效考核研究

【摘要】: 绩效考核是人力资源管理与开发中重点研究解决的问题之一。公安边防部队绩效考核是针对边防干部进行的考核工作,是干部队伍管理中的重要环节,也是公安边防部队人才工程建设中的重大问题。作为一支现役武警部队,公安边防部队担负着维护国家沿边沿海边境辖区社会安全稳定的重任,干部队伍是公安边防部队执法执勤的主要组成力量,因此,如何改进公安边防部队绩效考核工作,建立科学公正、简明易循的绩效考核体系,不仅关系到边防部队人才选拔、战斗力生成等重大问题,而且直接影响到国家边境辖区的社会稳定。 在各个历史时期,我国军队对干部的考核工作都十分重视。新的历史条件下,在继承和发扬几十年丰富传统经验的同时,我们必须清醒认识到,军队干部绩效考核的现状与新时期军队建设的要求还有不相适应的方面。同样,作为军事化管理的公安边防部队,绩效考核工作也存在着诸多不足与缺陷。本文围绕如何改进公安边防部队绩效考核这个核心主题,结合绩效考核基本方法、原理及国内外军队绩效考核经验,对公安边防部队绩效考核现状进行了分析,找出了存在的主要问题,追根溯源进行剖析,提出了改进公安边防部队绩效考核的六个应对策略:端正考核理念、完善考核主体、明细考核指标、确定合理权重、引入考核反馈和构建信息系统。最后根据应对策略拟制了改进后的公安边防部队绩效考核的实施方案,具有一定的现实意义。
[Abstract]:Performance appraisal is one of the key problems in human resource management and development. As an active armed police force, the public security frontier defense forces shoulder the heavy responsibility of maintaining social security and stability along the country's border areas along the coast. Therefore, how to improve the performance assessment of public security border defense troops and establish a scientific and fair, concise and easy to follow performance appraisal system is not only related to the selection of talents in border defense troops. The generation of combat effectiveness and other major issues, and directly affect the social stability of national border areas. In every historical period, our army attaches great importance to the examination of cadres. Under the new historical conditions, while inheriting and carrying forward decades of rich traditional experience, we must soberly realize that. The present situation of the performance appraisal of military cadres does not meet the requirements of military construction in the new period. Similarly, as a militarized and managed public security border guard force, This paper focuses on how to improve the core theme of the performance appraisal of the public security border defense troops, combining the basic methods, principles and the experience of the performance appraisal of the domestic and foreign armed forces. This paper analyzes the present situation of the performance appraisal of the public security frontier defense troops, finds out the main problems existing, analyzes the root of the problems, and puts forward six countermeasures to improve the performance appraisal of the public security frontier defense troops: correct the assessment idea, perfect the subject of the assessment, and put forward six countermeasures to improve the performance appraisal of the public security frontier defense troops. Finally, according to the strategy, the implementation scheme of improved performance appraisal of the public security border defense troops is drawn up, which has certain practical significance.
