基于地图分析算法的公安情报分析方案的设计与实现

【摘要】:随着公安部开始在全国各级公安机关推动“金盾工程”二期的全面建设。公安信息化建设迎来了一个全新的高速发展契机。以“情报信息主导警务”理念为导向,将构建公安“情报”系统为龙头,以平台建设、资源整合、信息共享为主线,全力推动应用普及和深化,妥善解决发展不平衡问题,推进信息化建设应用与公安基础工作地有机融合,成为摆在全国各级公安机关面前的重要任务。 建设公安“情报”系统已成为“金盾工程”二期的龙头项目。本文正是在这样的背景下撰写的。对公安“情报”应该如何分析和理解,以及“情报”产生流程,对于探索中的公安工作人员来说还是一个全新的问题。鉴于此,本文尝试提出一种新的情报地图分析算法。从新的角度来解决在传统公安工作中往往依靠大量警力、资源、时间来完成的破案工作。实验证明该算法在精确指导基层工作,辅助领导做出更为科学正确的决策方面较之传统公安工作方法更加合理和有效。 地图分析的主要思想源于地理学第一定律,即在地理空间中邻近的现象比距离远的现象关系更密切。几乎所有空间数据都具有空间上的相关性。在地图上发现聚集和孤立点是许多行业关注的问题,如传染病学家和医学统计学家,他们通过地图来分析和预测传染病的传染蔓延。公安机关在传统上虽然很少正式地使用地图来分析违法犯罪活动,但违法犯罪活动常常在地理分布上呈现出某种规律性,公安机关会发现某一时期的盗窃、"两抢"犯罪明显地集中于某一街道;半公开的毒品零售市场、色情交易市场通常固定在某一街区;毒品常常经由固定的地理路线,从一些地区向另一些地区流动。大量事实和实战经验表明,看似杂乱无章的系列犯罪作案地点并不是完全随机分布的,在一定程度上是可以预测的。 在公安情报分析知识体系中,地图分析是一项重要内容。发现和识别违法犯罪活动的地理分布特点,并运用这些分布特征作出预测,合理配置警力资源,提出打、防、控对策,是地图分析在公安情报分析中扮演的重要角色。地图分析的重要意义在于,当我们面对地图时,常常可以通过形象思维提出仅通过文字逻辑无法提出的假设,这样可以大大提高分析效率。为我们的警务工作提出更加科学的指导建议。 本文首先介绍了公安信息化建设的背景、各种公安信息情报分析算法,然后提出地图分析算法,设计地图分析模型,再结合典型案例使用所提出的地图分析模型对现实案件进行有针对性的剖析。根据分析结论提出对公安工作的指导意见。最后根据案件破获后的结果与分析结果的对比总结在使用地图分析算法时的可取之处和不足。
[Abstract]:As the Ministry of Public Security began to promote the overall construction of the second phase of the "Golden Shield Project" at all levels of public security organs throughout the country, the information construction of public security has ushered in a new and high speed development opportunity, guided by the concept of "intelligence and information oriented policing." It will set up the "information" system of public security as the leading unit, take the platform construction, the integration of resources and the sharing of information as the main line, make every effort to promote the popularization and deepening of the application, and properly solve the problem of uneven development. It is an important task for public security organs at all levels to promote the integration of information construction and public security infrastructure. The construction of public security "information" system has become the leading project in the second phase of "Golden Shield Project". This paper is written under this background, how to analyze and understand the "information" of public security, and how to produce "information". In view of this, this paper tries to put forward a new algorithm for the analysis of information map. From a new angle, it can be solved by relying on a large number of police officers and resources in the traditional public security work. Experimental results show that the algorithm is more reasonable and effective than the traditional public security work method in guiding the grass-roots work accurately and assisting the leaders to make more scientific and correct decisions. The main idea of map analysis comes from the first law of geography. That is, the phenomenon of proximity in geographical space is more closely related than the phenomenon of distance. Almost all spatial data are spatially relevant. The discovery of clusters and isolated points on maps is a matter of concern to many industries. Infectious disease scientists and medical statisticians, for example, use maps to analyze and predict the spread of infectious diseases. However, illegal and criminal activities often show some regularity in geographical distribution. The public security organs will find theft in a certain period. The crime of "two robberies" is obviously concentrated in a certain street; the semi-open drug retail market. The sex trade market is usually fixed at one block; drugs often flow from one area to another via a fixed geographical route. The seemingly disorderly range of crime locations is not entirely random and predictable to some extent. In the knowledge system of public security information analysis, map analysis is an important content. To discover and identify the geographical distribution characteristics of illegal and criminal activities, and to use these distribution characteristics to make predictions, to reasonably allocate police resources, to put forward the attack, prevention, Control strategy is an important role of map analysis in the analysis of public security information. The significance of map analysis is that when we face the map, we can often put forward assumptions that cannot be put forward only through literal logic through image thinking. This can greatly improve the efficiency of analysis and provide more scientific guidance for our police work. This paper first introduces the background of the information construction of public security, various information and information analysis algorithms of public security, and then puts forward the map analysis algorithm, designs the map analysis model, Combined with typical cases, the map analysis model is used to analyze the actual cases. According to the conclusion of the analysis, the guidance to the public security work is put forward. Finally, according to the results after the case is solved and the results of the analysis. A comparative summary of the advantages and disadvantages of using the map analysis algorithm is presented in this paper.
