城市公共安全管理中政府主导的多元参与研究

【摘要】： 城市化是人类文明的体现,也是社会发展的必然。城市作为人类社会物质和精神财富积聚与传播的中心,在社会工业化与现代化过程中发挥着非常重要作用,这是历史发展的必然趋势。但从安全角度来说,现代工业、新技术、信息产业的高速发展在为城市积累和创造财富的过程,实际上也是积聚风险的过程。城市化所带来的各种潜在风险和灾难使城市公共安全问题在社会发展中日益凸显,社会对城市公共安全的需求也在快速增长。如何应对城市公共安全问题的挑战,进而更好地致力于安全城市的构建,是当前理论与实践中的一个重大课题。尤其在城市公共安全管理中多元主体参与方面的研究还比较滞后、薄弱。研究城市公共安全管理多元参与不仅是实践的需要,也是公共安全管理理论研究深入化的必然要求和体现。目前,我国城市公共安全管理的参与主体单一,多元主体参与机制、体制尚不健全。因此,本文拟借助风险理论、城市公共安全理论、多中心治理理论,结合目前我国的现实情况,综合运用各种分析和研究方法,对构建一个政府主导的多元参与、分工协作、权责共担的机制等一系列问题进行系统深入的探讨,这对于拓宽相关的研究领域,深化、完善城市公共管理理论研究具有较大的理论意义。在文章的构思上,遵循探讨理论基础、研究现状、发现问题、解决问题的思路,将文章分为五大部分进行阐述,分别是：第一部分,绪论,指明本文的研究意义,并介绍了国内外关于城市公共安全管理的研究现状及本文所采用的方法；第二部分,对本文所涉及的相关理论“风险”、“城市公共安全管理”和“多中心治理”理论进行论述,并对一些相关概念进行界定；第三部分,对政府及其他主体在城市公共安全管理多元参与中的作用和互动关系两方面进行探讨和论述；第四部分,通过对目前我国城市公共安全管理中政府主导的多元参与现状的认识和探讨,深刻全面分析了多元参与中政府和其他主体自身以及在共同参与管理时存在的问题和原因,为提出对策做好了前提和准备；第五部分,结合前一章的问题分析,从进一步增强政府的主导作用,培育和发挥非政府主体的参与作用,完善多元主体协作参与的法律、机制和组织体系三个方面,为我国城市公共安全管理多元参与提出了有针对性的对策,这是本文的重点部分。本文可能的创新点是针对目前我国城市公共安全管理中主体单一的现状,提出必须建立一个以政府为主导、社会各方积极参与的多元参与模式,通过强化政府的主导作用以及培育和发挥非政府主体的参与作用,在相应的法律法规、协作机制、组织体系不断健全完善的基础上探求政府、企业、非政府组织、公民、媒体等多元主体参与的对策。
[Abstract]:Urbanization is the embodiment of human civilization and the necessity of social development.As the center of the accumulation and dissemination of material and spiritual wealth in human society, cities play a very important role in the process of social industrialization and modernization, which is an inevitable trend of historical development.But from the security point of view, the rapid development of modern industry, new technology and information industry is the process of accumulating and creating wealth for cities, but also the process of accumulating risks.All kinds of potential risks and disasters brought by urbanization make the problem of urban public safety become increasingly prominent in the social development, and the demand for urban public safety is also growing rapidly.How to deal with the challenge of urban public safety and devote itself to the construction of safe city is an important subject in current theory and practice.Especially in the management of urban public security, the research on the participation of multiple subjects is lagging behind and weak.It is not only the need of practice to study the multiple participation in urban public security management, but also the inevitable requirement and embodiment of deepening the research of public safety management theory.At present, the participating subject of urban public safety management in our country is single, multi-subject participation mechanism, and the system is not perfect.Therefore, with the help of risk theory, urban public safety theory, multi-center governance theory, combined with the reality of our country, this paper synthetically applies various analysis and research methods to construct a government-led multiple participation, division of labor and cooperation.A series of problems, such as the mechanism of sharing rights and responsibilities, are discussed systematically and deeply, which is of great theoretical significance for broadening the relevant research fields, deepening and perfecting the theoretical study of urban public management.In the conception of the article, following the discussion of the theoretical basis, research status, problem finding, problem solving ideas, the article is divided into five parts to elaborate, respectively: the first part, introduction, pointing out the significance of this study,And introduced the domestic and foreign research status of urban public safety management and the methods adopted in this paper. Part two, the related theory "risk",The theories of "urban public safety management" and "multi-center governance" are discussed, and some related concepts are defined.The role and interaction of the government and other subjects in the multiple participation in urban public security management are discussed and discussed in the fourth part.Through the understanding and discussion of the current situation of government leading multiple participation in the management of urban public safety in our country, this paper deeply and comprehensively analyzes the problems and reasons existing in the process of government and other subjects participating in the pluralistic participation, as well as in the joint participation in the management.The fifth part, combined with the analysis of the problems in the previous chapter, further strengthens the leading role of the government, cultivates and brings into play the participation role of the non-government subject, and consummates the law of the cooperative participation of the multi-agent.Three aspects of mechanism and organization system, which is the key part of this paper, put forward targeted countermeasures for the multiple participation of urban public safety management in our country.The possible innovation of this paper is to aim at the single status quo of the main body in the management of urban public safety in our country at present, and put forward that we must establish a pluralistic participation mode which is led by the government and actively participated by all the social parties.Through strengthening the leading role of the government and cultivating and bringing into play the participation of the non-governmental main body, on the basis of the corresponding laws and regulations, the cooperation mechanism and the organization system, the government, the enterprise, the non-governmental organization, the citizen, the government, the enterprise, the non-governmental organization, the citizen, should be explored.Media and other multiple subjects to participate in the countermeasures.
