着力提升流动人口公共服务的协同供给——以新型城镇化为视角

【摘要】：新型城镇化战略的主旨在于通过公共服务供给实现流动人口的"异地城镇化",其供给问题的解决必然依赖于主体、流程、资源及利益的四维协同。首先,主体协同优化路径体现在政府内及政府外两类主体的联动合作,政府内可以从合作组织、合作方式、合作拓展三方面探索联动路径,政府外联动主要是通过"政社村企"等利益相关者的分工实现合作供给。其次,流程优化的焦点在于简化供给的运行路线,一方面是以流动人口即客户为中心重新设计供给流程,从内而外突破条块分割;另一方面是依托信息技术,应用网格管理从外而内突破职能分界。再次,流动人口公共服务供给归根到底依赖于资源的配套,因此需要根据常住人口数量编制地方政府预算,将流动人口纳入公共财政的覆盖范围,同时根据流入地吸纳流动人口的数量核算转移支付的专项资金。最后,通过利益补偿突破将流动人口视为负担的固有思维,从建立利益协调组织、设立区域合作基金、制定横向转移支付政策三方面着手打造地方政府合作链,最终实现流动人口公共服务协同供给的目标。
[Abstract]:The purport of the new urbanization strategy is to realize the urbanization of the floating population through the public service supply. The solution of the supply problem must depend on the four-dimensional coordination of the main body, the process, the resources and the benefit.First of all, the main body coordination optimization path is embodied in the linkage cooperation between the two kinds of subjects within and outside the government, and the government can explore the linkage path from three aspects of cooperative organization, cooperation mode and cooperation expansion.External government cooperation is mainly through the division of labor among stakeholders, such as government, society, village and enterprise.Secondly, the focus of process optimization is to simplify the operational route of supply. On the one hand, the flow of supply is redesigned with the floating population, that is, customers as the center, to break through the fragmentation from inside to outside; on the other hand, it relies on information technology.The application of grid management breaks through the functional boundaries from outside to inside.Thirdly, the public service supply of floating population depends on the matching of resources in the final analysis. Therefore, it is necessary to draw up local government budget according to the number of resident population and to bring the floating population into the coverage of public finance.At the same time, according to the number of floating population accounting transfer payment of special funds.Finally, through the interest compensation breakthrough to the floating population as a burden of the inherent thinking, from the establishment of interest coordination organizations, the establishment of regional cooperation funds, the development of horizontal transfer payment policy to build local government cooperation chain.Finally, the goal of cooperative supply of public services for floating population is realized.
