呼和浩特公共停车设施管理研究

【摘要】：随着城市汽车保有量的不断上升,随之而来的城市停车问题受到各级政府和相关部门的高度重视。近年来,呼和浩特市政府从规划、建设、管理和运营等各个方面加强了对停车设施管理的投入力度,但是目前城市公共停车设施的配置依然无法满足城市的停车需求。本文从呼和浩特市的机动车保有量、停车设施管理制度建设、公共停车设施行政主管部门、公共停车设施配置、停车设施管理收费、停车设施经营管理等方面介绍呼和浩特公共停车设施管理的现状,引出呼和浩特市公共停车设施管理中存在的建设规划滞后、规划停车场被挪作他用、停车设施的布局规划不合理、停车收费的价格制定不科学、停车设施的经营管理模式落后等问题。运用供给与需求均衡分析的理论,重点从公共停车管理体系建设,公共停车设施的规划建设,公共停车收费标准的制定与执行,以及公共停车设施经营管理等四个方面分析呼和浩特公共停车设施管理中存在的问题。最后针对呼和浩特的实际情况,提出关于促进呼和浩特公共停车设施管理、实现停车实施供需平衡的四点建议：增加停车设施供给,制定灵活的停车收费价格体系,实现智能化停车管理,合理规划城市用地布局。
[Abstract]:With the increasing of urban car ownership, the problem of urban parking has been attached great importance to by governments and related departments at all levels.In recent years, Huhhot municipal government has strengthened the investment in parking facilities management from planning, construction, management and operation, but the allocation of urban public parking facilities is still unable to meet the parking needs of the city.In this paper, according to the amount of motor vehicles in Hohhot, the construction of parking facilities management system, the administrative department of public parking facilities, the allocation of public parking facilities, and the charges for parking facilities management,This paper introduces the present situation of the management of public parking facilities in Hohhot from the aspects of the management of parking facilities, which leads to the lagging of construction planning in the management of public parking facilities in Hohhot, and the diversion of the planned parking lots for other purposes.The layout of parking facilities is unreasonable, the pricing of parking fees is not scientific, and the management mode of parking facilities is backward.Based on the theory of supply and demand balance analysis, this paper focuses on the construction of public parking management system, the planning and construction of public parking facilities, and the formulation and implementation of public parking fee standards.And four aspects of public parking facilities management analysis of Hohhot public parking facilities management problems.Finally, according to the actual situation of Hohhot, four suggestions are put forward to promote the management of public parking facilities in Hohhot and realize the balance between supply and demand of parking facilities: increase the supply of parking facilities, and formulate a flexible parking pricing system.Intelligent parking management and rational planning of urban land layout.
