应急救援体系建设中的消防部队职能研究

【摘要】： 我国是世界上各类灾害事故种类最多且灾害破坏最为严重的少数国家之一。随着经济的快速发展,工业化、城市化和现代化水平的不断提高,新材料、新工艺和新能源的广泛应用,各种具有现代特点的城市灾害、危险品泄漏、火灾、爆炸、交通事故、建筑物倒塌及公共卫生事件不断发生,在空间上呈现出影响大、范围广的特点,在处置上要求队伍专业、反应迅速、措施得当。如何利用现有的救援资源,建立科学、完善的社会应急抢险救援体系,建立一支具有快速反应能力的专业化、综合性的应急救援队伍,已成为全社会普遍关心的热点问题。以消防队伍为主体,发挥“一队多用、一专多能”的骨干作用,承担各类灾害事故的日常救援任务,是世界上绝大多数国家应急救援力量建设的共有模式。2008年“5.12”四川汶川地震,检验了我国消防部队抢险救援实战能力,彰显了消防部队在社会抢险救援中的主力军地位。2009年5月1日正式施行的新《消防法》第37条规定：“公安消防队、专职消防队按照国家规定承担重大灾害事故和其他以抢救人员生命为主的应急救援工作”,以法律的形式确定了消防部队承担应急救援职责。为此,本文针对目前消防部队应急抢险救援工作的现状,阐述了以公安消防部队为主体,着力提高社会应急救援能力,全面加强公共危机管理,并对这一问题进行了初步探讨。

With the rapid development of economy, the constant improvement of industrialization, urbanization and modernization, the extensive application of new materials, new technology and new energy, all kinds of urban disasters with modern characteristics, dangerous goods leakage, fire, explosion, traffic accidents, The collapse of buildings and public health events occur constantly, which has the characteristics of large influence and wide range in space. The disposal requires professional team, rapid response and appropriate measures. How to make use of the existing rescue resources, to establish a scientific and perfect social emergency rescue system, and to establish a specialized and comprehensive emergency rescue team with rapid response ability has become a hot issue of general concern in the whole society. Taking the fire fighting team as the main body, giving play to the backbone role of "one team with multiple functions, one expertise and many abilities", and taking on the daily rescue tasks of all kinds of disasters and accidents, It is a common mode for the construction of emergency rescue forces in most countries in the world. The 2008 "5. 12" Wenchuan earthquake in Sichuan Province tested the ability of our fire fighting troops to rescue and rescue in emergency situations. This shows the position of the fire fighting troops as the main force in the social emergency rescue and rescue. Article 37 of the new "Fire Protection Law", which came into effect on May 1, 2009, stipulates: "Public security fire brigade, The full-time fire brigade shall, in accordance with the provisions of the state, undertake major disasters and accidents and other emergency rescue work which mainly saves the lives of personnel ", and has determined by law that the fire fighting units shall assume the responsibility for emergency rescue." For this reason, according to the present situation of emergency rescue and rescue work of fire fighting troops, this paper expounds that taking the public security fire forces as the main body, focusing on improving the ability of social emergency rescue and strengthening the management of public crisis in an all-round way, this paper also makes a preliminary discussion on this problem.
