【摘要】: 当前公安工作中,警力资源的概念正被提到越来越重要的地位和高度。但长期以来,受管理体制、勤务模式、用警理念等多种主客观因素的影响,公安机关不计成本粗放用警,警力闲置虚耗、过度使用的现象还较为普遍。在当前社会治安形势日趋严峻复杂,公安职能任务不断增加,而公安行政编制相对紧缺的客观形势下,警力使用效能不高已成为上海公安队伍建设面临的一个紧迫性的瓶颈问题。特别是伴随国内改革开放和市场经济的进一步发展,社会治安形势日趋严峻,公安工作面临更大的机遇和挑战,任务的加重面对的却是大规模增加警力编制、根本改善警用装备的几无可能,在此情况下,探索和寻求警力资源使用效能的最大化成为唯一的选择。为进一步加强和改进新时期新形势下的警力资源管理工作,防止警力资源的减少和浪费,提高使用效率,积极促进公安队伍全面、协调、可持续发展,积极探索建立公安各部门的警力使用效能评估机制,成为当前公安人力资源管理中最前沿的攻关课题之一。基于此,作者对警力使用效能评估机制进行探索和研究,期望在此领域做出自己的贡献。 本文首先界定了警力资源本质是一种公共部门的人力资源,认为对警力资源使用效能评估必须建立在公共部门人力资源开发与管理的理论基础上,为警力资源使用效能寻找到相应的理论依据。其次,从警力资源及评估机制概念入手,分析警力资源的性质特点以及建立评估机制的基本原则和作用。然后通过对上海市某分局派出所警力使用现状的实证分析,以调查问卷、走访座谈等形式,掌握阻碍公安工作警力使用效能的因素以及派出所警力使用效能中存在的突出问题。在此基础上,运用多属性效用理论、人力资源指数等人力资源管理工具,设计采用要素评估法和问卷评估法(警力资源效能指数量表)相结合的方式,建立一套对派出所警力使用效能的科学的评估体系和配套制度,切实采取有针对性的方法和措施,对警力资源进行合理开发和利用,有效提高警力使用效能,推进警力无增长改善,从而提高工作效率,以有效地应对新形势下公安工作的挑战。
[Abstract]:In the current public security work, the concept of police resources is being raised to a more and more important position and height. But for a long time, under the influence of many subjective and objective factors, such as management system, service mode, police idea and so on, the public security organs use police officers extensively regardless of cost, and the phenomenon of idle and wasted police force is still relatively common. At present, the social security situation is becoming increasingly severe and complex, the tasks of public security functions are constantly increasing, and the administrative establishment of public security is relatively short of objective situation. The low efficiency of police force has become an urgent bottleneck in the construction of Shanghai Public Security team. In particular, with the further development of the domestic reform, opening up and market economy, the social security situation is becoming increasingly grim. The public security work is facing greater opportunities and challenges, while the aggravating tasks are faced with a large-scale increase in the strength of the police force. It is almost impossible to improve the police equipment fundamentally. In this case, it is the only choice to explore and seek the maximization of the police resource efficiency. In order to further strengthen and improve the management of police resources in the new period and new situation, prevent the reduction and waste of police resources, improve the efficiency of use, and actively promote the comprehensive, coordinated and sustainable development of the police force, It has become one of the most advanced problems in the management of human resources of public security to actively explore and establish the evaluation mechanism of police force efficiency in various public security departments. Based on this, the author explores and studies the mechanism of police effectiveness evaluation and expects to make his own contribution in this field. This paper first defines the nature of police resources as a kind of human resources in public sector, and holds that the evaluation of the effectiveness of the use of police resources must be based on the theory of the development and management of human resources in the public sector. To find the corresponding theoretical basis for the use of police resources efficiency. Secondly, starting with the concept of police resources and evaluation mechanism, this paper analyzes the nature and characteristics of police resources and the basic principles and functions of establishing evaluation mechanism. Then through the empirical analysis of the current situation of police force use in a police station of a police station in Shanghai, in the form of questionnaire and interview, the author grasps the factors hindering the police force efficiency of public security work and the outstanding problems existing in the use efficiency of police force in police station. On this basis, using the multi-attribute utility theory, human resources index and other human resources management tools, this paper designs a combination of factor evaluation method and questionnaire evaluation method (Police Resource efficiency Index scale). To establish a set of scientific evaluation system and supporting system for the police force efficiency of police stations, to adopt effective methods and measures, to develop and utilize police force resources rationally, and to effectively improve the use efficiency of police forces. In order to effectively meet the challenge of public security work under the new situation, the police force should be promoted to improve its working efficiency.
