中国消防职业化改革问题研究

【摘要】： 中国的消防,同大多数国家不同,实行的是现役制的消防体制。这一体制的实行,是由我国历史原因和经济实力所决定的,在相当长的时间里发挥了积极的作用。不仅解决了消防警力的来源,并保证了消防警力的年轻化,而且一定程度上也弥补了经费的不足。但是,随着改革开放的深入和社会经济的发展,特别是当前我国已加入WTO,全面建设小康社会宏伟目标的前提下,消防工作如何服务于建设小康社会的大局,充分发挥消防部门的力量,面临更大的挑战,而现役制的消防体制已越来越成为制约消防工作全面发展的一个不可忽视的因素。当前,关于消防的职业化发展已成为人们关注的一个热点,但是国内关于这方面的研究成果并不算多。国内对于职业化消防体制的研究主要局限于在现役制消防体制的基础研究上,已有文献只是粗略提及国内现役消防体制的弊端和职业化在国外的基本状况,而对于回顾和总结中国消防现代性逐步成长的历程、中国消防向职业化方向发展予以考查并进行相关国际对比分析、立足于中国的国情和借鉴域外成功经验的基础上建立职业化消防体制、我国构建职业化消防的客观条件研究等并没有建设性的意见或建议。学术界和消防工作实践者对中国消防职业化改革问题的研究,表现出一个明显的不足,即研究深度不够,主要是停留在表面化的论述,缺乏系统的体系构架。从世界范围看,消防员的职业制是主流,也是中国以后的发展方向。针对目前国内对消防职业化研究的不足,本研究在已有研究的基础上,采用文献查阅、调查研究、历史分析、比较分析以及系统分析相结合的方法,主要从中国现役制消防体制的历史沿革问题、基本特征、先进国家和地区消防职业化经验借鉴、在我国推行消防职业化改革的可行性及趋势预测以及在我国建立职业化消防之体系构架等方面,提出一些有益于中国消防职业化改革的对策和建议。
[Abstract]:Unlike most countries, China has an active fire fighting system. The implementation of this system was determined by the historical reasons and economic strength of our country and played an active role in a long time. It not only solves the source of fire police force, but also makes up for the shortage of funds to some extent. However, with the deepening of reform and opening up and the development of social economy, especially in the premise of China's entry into the WTO and the grand goal of building a well-off society in an all-round way, how can fire control work serve the overall situation of building a well-off society? To give full play to the strength of the fire department, it is facing more and more challenges, and the active fire control system has increasingly become a factor that can not be ignored to restrict the overall development of the fire protection work. At present, the development of fire fighting professionalization has become a hot spot, but the domestic research on this aspect is not much. The domestic research on professional fire control system is mainly confined to the basic research of active fire protection system. The existing literature has only roughly mentioned the drawbacks of domestic active fire fighting system and the basic situation of professionalization in foreign countries. For reviewing and summing up the history of the gradual growth of fire fighting modernity in China, the development of fire fighting in China towards the direction of professionalization is examined and compared with the relevant international analysis. Based on the national conditions of China and the successful experiences of foreign countries, there are no constructive suggestions or suggestions on the establishment of professional fire protection system in China, and the research on the objective conditions of building professional fire fighting system in China. The research on the reform of fire protection professionalization in China by academic circles and fire protection practitioners shows an obvious deficiency, that is, the research depth is not enough, which mainly lies in the superficial discussion and lacks the systematic system framework. From the world-wide perspective, the professional system of firefighters is the mainstream, but also the future direction of development in China. In view of the shortage of fire professional research in China at present, based on the existing research, this study adopts the methods of literature reference, investigation, historical analysis, comparative analysis and systematic analysis. Mainly from the historical evolution of China's active fire fighting system, basic characteristics, advanced countries and regions of the experience of fire professionalism, In the aspects of the feasibility and trend prediction of fire professional reform in China and the establishment of a professional fire fighting system in China, some countermeasures and suggestions are put forward for the reform of fire fighting professionalization in China.
