【摘要】：突发性群体事件形成了大量网络舆情,使政府的危机管理面临着挑战。科学收集、研究判断网络舆情,及时有效地引导并消除负面影响,是新媒体时代政府机构网络舆情治理的重要任务。突发性群体事件,它的存在有着相同利益需求的主体、权益表达被限制或禁止、负面情绪被不适当激发等形成机理。网络舆情体现了公权力对公民言论自由的维护,体现了权利对权力的参与与规范。以突发性群体事件网络舆情的形成与发展阶段作为基本路径,政府网络舆情的治理主要表现为网络舆情的收集、判断与沟通。舆情信息的收集是网络舆情治理的基础,要从定量、定向、定点、定性四个方面开展工作。在突发性群体事件舆情沟通中,要注意第一时间实时沟通,先声夺人抢占舆论制高点,善于运用网络方式、顺势而为采用网络流行手段沟通,从而完成突发性群体事件网络舆情的政府治理。
[Abstract]:Sudden group events have formed a large number of network public opinion, which makes the government's crisis management face challenges. Scientific collection, research and judgment of network public opinion, timely and effective guidance and elimination of negative effects are important tasks for the governance of network public opinion of government agencies in the new media era. The existence of sudden group event has the same interest demand, the expression of rights and interests is restricted or forbidden, the negative emotion is improperly stimulated, and so on. Network public opinion embodies the protection of public power to citizen's freedom of speech and the participation and standardization of right to power. Taking the formation and development stage of network public opinion as the basic path, the governance of government network public opinion is mainly manifested in the collection, judgment and communication of network public opinion. The collection of public opinion information is the basis of network public opinion governance. In the communication of public opinion about sudden group events, we should pay attention to the real-time communication of the first time, seize the commanding height of public opinion, be good at using the network method, adapt to the trend and use the network popular means to communicate. In order to complete the sudden group events network public opinion governance.
