司法警官高职院校人才培养模式研究

【摘要】： 当前,高等职业教育正在我国蓬勃发展,对它的各个方面进行的研究也比较热。司法警官类高职院校大多是从20世纪90年代末开始由各司法警察学校升格而成,当前正处于成长和转型期。其在人才培养和专业设置等方面都取得了可喜的成绩,但也面临着许多问题和困惑。对司法警官类高职院校的培养模式进行剖析和研究,具有十分重大的理论研究和实践指导意义。笔者在充分占有文献资料的基础上,结合在学校从事管理工作的实际感知和切身体验,以湖南司法警官职业学院办学实践为例,对当前司法警官职业院校培养模式进行全面系统研究。司法警官教育具有突出的法律性、教育性和强制管理性,承担着为监狱劳教事业发展输送人才,弘扬和培育、传播和发展法制精神的责任。在中国监狱管理体制正处于重大变革的临界点和关键时期,司法警官职业院校体现出文明化、法制化、科学化和专业化的发展方向。当前司法警官类职业院校培养模式具有其合理性,但随着教育的发展,社会的进步暴露出越来越多的问题,具体表现在:(一)培养目标缺乏创新意识;(二)教学机构设置的垄断性和内设教学机构的部门化;(三)公务员管理体制和人事制度的警务一体化;(四)教师内部缺少危机感和竞争性;(五)课程设置和教学方法的学科适应性不强;(六)课程考核制度流于形式。笔者在对司法警官类职业院校培养模式与其他相关院校培养模式进行比较研究的基础上,有针对性的提出了重塑与完善司法警官类职业院校培养模式的策略,对司法警官教育的进行重新定位。首先,调整培养目标;其次,更新课程设置;第三,拓展培养途径;第四,提高教师素质;第五,严格评价标准。
[Abstract]:At present, higher vocational education is booming in our country, and the research on all aspects of it is also hot. Most of the higher vocational colleges of judicial police officers have been upgraded from various judicial police academies since the end of 1990s, and are now in the period of growth and transformation. It has made gratifying achievements in personnel training and professional setting, but it also faces many problems and puzzles. It is of great theoretical and practical significance to analyze and study the training mode of higher vocational colleges of judicial police officers. On the basis of the full possession of the literature, the author takes the practice of running a school in Hunan Judicial Police Vocational College as an example, combining with the actual perception and personal experience of the management work in the school. This paper makes a comprehensive and systematic study on the training mode of the current judicial police officers' vocational colleges. The education of judicial police officers is of prominent legal, educational and compulsory management, and is responsible for the development and transmission of talents and the promotion, cultivation, dissemination and development of the spirit of the legal system for the development of the prison education through labor service. In China, the prison management system is at the critical point and critical period of great change, the professional colleges and universities of judicial police officers embody the development direction of civilization, legalization, science and specialization. The current training model of judicial police officers' vocational colleges has its rationality, but with the development of education, the progress of society has exposed more and more problems. It is manifested in: (1) lack of innovative consciousness in training objectives (2) monopolization of the establishment of teaching institutions and sectionalization of internal teaching institutions (3) the integration of the civil service management system and the personnel system (4) the integration of the public service management system and the personnel system (4) among teachers Lack of sense of crisis and competitiveness (5) the subject adaptability of curriculum design and teaching methods is not strong (6) the system of curriculum assessment is just a formality. On the basis of the comparative study on the training model of judicial police officers' vocational colleges and other related colleges, the author puts forward the strategies of reshaping and perfecting the training models of judicial police officers' vocational colleges. Reorienting the education of judicial police officers. First, adjust the training objectives; secondly, update the curriculum; third, expand the training approach; fourth, improve the quality of teachers; fifth, strict evaluation criteria.
