无组织群体性突发事件成因及对策研究

【摘要】：我国当前正处在剧烈的社会转型期，经济体制深刻变革，社会结构深刻变动，利益格局深刻调整，思想观念深刻变化。这种空前的社会变革，给我国发展带来巨大活力，同时也引发了各种问题。一方面，社会不断进步，经济飞速发展，民生显著改善；突出。社会矛盾的积累和社会冲突的加剧，直接导致了国内群体性事件的频繁发生。无组织群体性突发事件是近年来大量涌现出来的一类群体事件，通常以发泄情绪为主，具有显著的自身特征，如事件发生的难以预防性，参与主体的非直接利益性，直接面对政府的对抗性，表达方式的非理性化和处理手段的单一化等。无组织群体性突发事件的频发挑战政府权威，扰乱社会秩序，损害法律威严，冲击社会心理，严重影响我国社会的和谐化进程，因此成为当前政府危机管理的重点和难点。本文在借鉴群体性事件理论研究成果的基础上，提出本文的研究内容、主要思路、研究目的和意义。通过对“群体性事件”和“无组织群体性突发事件”的内涵进行区分界定，探究无组织群体性突发事件的现状和和影响。运用社会冲突理论、集群行为理论和危机管理理论的研究成果，结合近年来国内外的典型案例，，指出无组织群体性突发事件的诱因在于社会转型期利益分化、政府决策和行为失当、网络的助燃作用以及民众法制观念的淡薄，而个体偶然事件的发生、现场控制的失效、谣言的散播、对抗性情绪的产生以及负面示范效应导致的恶性循环，则是无组织群体性突发事件的直接动因。针对无组织群体性突发事件的特征与成因，应当坚持处理人民内部矛盾原则、有限处理原则和信息公开原则，不断调节和优化利益分配，提升社会管理水平、强化民众法律意识、加大网络监管力度，从宏观上构建和谐社会，同时从预防阶段、应对阶段、恢复阶段着手，采取具体措施，实现对无组织群体性突发事件的应急管理。
[Abstract]:At present, our country is in the violent social transformation period, the economic system profound transformation, the social structure profound change, the benefit pattern profound adjustment, the thought idea profound change. This unprecedented social change has brought great vitality to the development of our country, but also caused various problems. On the one hand, social progress, rapid economic development, people's livelihood significantly improved; outstanding. The accumulation of social contradictions and the aggravation of social conflicts directly lead to the frequent occurrence of group events in China. Unorganized group emergencies are a kind of group events which emerge in large numbers in recent years. They are usually based on venting their emotions and have their own characteristics, such as the difficulty to prevent the occurrence of events and the indirect interests of the participants. Facing the adversarial of the government directly, the expression way is irrational and the processing means is single. The frequent occurrence of unorganized mass emergencies challenges the authority of the government, disturbs the social order, damages the legal authority, impairs the social psychology, and seriously affects the process of social harmony in our country, so it has become the focus and difficulty of the current government crisis management. Based on the research results of group event theory, this paper puts forward the research contents, main ideas, purpose and significance of this paper. By defining the connotation of "group events" and "unorganized group emergencies", this paper probes into the present situation and influence of unorganized mass emergencies. By using the theory of social conflict, the theory of cluster behavior and the theory of crisis management, combined with the typical cases at home and abroad in recent years, this paper points out that the inducement of unorganized mass emergencies lies in the differentiation of interests in the period of social transformation. Government decision-making and misbehavior, the role of the network in fuelling the public's legal system, the occurrence of individual accidents, the failure of on-site control, the spread of rumors, The generation of antagonistic emotion and the vicious circle caused by negative demonstration effect are the direct causes of unorganized mass emergencies. In view of the characteristics and causes of unorganized mass emergencies, we should adhere to the principles of dealing with contradictions among the people, the principle of limited treatment and the principle of information disclosure, constantly adjust and optimize the distribution of benefits, and enhance the level of social management. Strengthen the public legal consciousness, strengthen the network supervision, build a harmonious society macroscopically, at the same time, start from the prevention stage, the response stage, the recovery stage, take the concrete measures to realize the emergency management of the unorganized mass emergencies.
