交通事故民警胜任素质结构研究

【摘要】: 胜任素质是指在一个组织中绩效优异的员工所具备的能够胜任工作岗位要求的知识、技能、动机、特质、自我概念、态度与价值观等。它是判断一个人能否胜任某项工作的起点,是决定并区别绩效差异的个人特征。将胜任素质结构的研究方法移植于道路交通事故处理民警岗位,有助于提高道路交通事故处理民警甄选的合理性,有助于针对性地开展道路交通事故民警的培训工作,有助于适应日益提高的道路交通事故处理复杂要求,有助于帮助交通民警了解职业生涯计划。 胜任素质结构描述的是在组织中有效地充当某一个角色,达成某一绩效目标所需的知识、技能和性格特点的特殊组合,这里的性格特点主要指潜在的动机、个人品质和自我概念。胜任素质特征的主要有三种研究途径和方法,分别是差异心理学研究、教育和行为学研究和工业与组织心理学研究。 本文以交通事故民警为切入点,从事故民警的工作角色、工作任务和国内外对其他公务员的已有研究结果入手,构建一个假设结构,然后通过实证分析与验证,通过工作角色分析明确交通事故民警关键任务,通过行为事例访谈法提炼胜任特征的各种因素,按照关键任务与工作角色匹配法和行为事例访谈法,找出一条既节约资源,又适合中国国情的交通事故民警胜任特征结构。 胜任素质管理体系对于从交通事故民警的角度来看可以明确本职工作的综合素质要求,了解自身素质优势与不足,以各种方式提升个人专业能力;了解并实践在部门中的职业发展路径;从交通事故部门领导者角度来看,胜任素质管理体系使绩效评估更加专业;对部门人员的激励、人员提升、人员配置等问题可以与民警进行有效的沟通;了解团队的建设情况,实施有针对性的民警培养和发展计划,帮助民警提升专业能力。建立交通事故民警发展道路,改变单一发展路径的现状,对交通事故实施有效激励,在内部规范岗位管理,明确工作胜任素质要求。 素质结构的开发是一项相对复杂的工作,对工作人员的资质要求较高,它需要工作人员具有深厚的专业知识和充分的经验积累。因此,道路交通事故民警胜任素质结构的建立必须请求专业公司进行咨询与建构。道路交通人力资源主管部门在不能确保素质结构开发团队是否胜任的前提下,必须明确把握评估素质结构是否有效的评估环节,将素质结构项目稳步推进到试用环节,防止出现素质结构滥用的危险。
[Abstract]:Competency refers to the knowledge, skills, motivation, characteristics, self-concept, attitude and values of employees who perform well in an organization. It is the starting point to judge whether a person can be qualified for a job. It is a personal characteristic that determines and distinguishes performance differences. Transplanting the research method of competent quality structure to the post of road traffic accident handling police will help to improve the rationality of the selection of road traffic accident handling police, and help to carry out the training work of road traffic accident police. It helps to adapt to the complex requirements of road traffic accident management and help traffic police to understand their career plan. Competency structure describes a particular combination of knowledge, skills, and personality traits that are needed to effectively play a role in an organization and achieve a performance goal. Personal qualities and self-concept. There are three ways and methods to study competency, namely, differential psychology, education and behavior, and industrial and organizational psychology. Starting with the traffic accident police as the starting point, starting with the role of the accident police, the task and the existing research results of other civil servants at home and abroad, this paper constructs a hypothetical structure, and then through empirical analysis and verification. From the angle of traffic accident police, the competent quality management system can make clear the comprehensive quality requirements of their own work, understand their own quality advantages and disadvantages, and improve their personal professional ability in various ways. Understand and practice the career development path in the department; from the perspective of traffic accident department leaders, competency management system makes performance evaluation more professional; Such issues as staffing can communicate effectively with the police, understand the situation of team building, implement targeted plans for the training and development of the police, and help the police to enhance their professional ability. To establish the road of traffic accident police development, to change the current situation of single development path, to implement effective incentives to traffic accidents, to standardize the post management and to define the requirements of job competence. The development of diathesis structure is a relatively complex task, which requires the staff members to have deep professional knowledge and sufficient experience to accumulate. Therefore, the establishment of competency structure of road traffic accident police must ask professional companies for consultation and construction. On the premise that the quality structure development team is competent or not, the human resources department of road traffic must grasp the evaluation link of evaluating quality structure and push the quality structure project to trial step by step.
