原生与次生:社会稳定风险的分类与治理

【摘要】：社会稳定风险是政治权威在未来遭受损害的不确定性。社会稳定风险是社会风险的一种特定类型,可以区分为原生性社会稳定风险与次生性社会稳定风险。原生性社会稳定风险是指政治权威由于内部因素如政治系统的衰败、"民怨"的积聚等的影响直接受到人群怨愤情绪的威胁而产生的遭到损害的不确定性,次生性社会稳定风险则是指政治权威由于外部因素如外来政治因素的入侵、自然灾害的影响等而受到人群怨恨情绪的威胁而产生的遭到损害的不确定性。其他类型的社会风险在一定条件下可以诱发次生性社会稳定风险。社会稳定风险治理应当以原生性社会稳定风险为主要对象,同时兼顾次生性社会稳定风险。
[Abstract]:The risk of social stability is the uncertainty that political authority will be damaged in the future. Social stability risk is a specific type of social risk, which can be divided into primary social stability risk and secondary social stability risk. The primary social stability risk refers to the uncertainty that the political authority is damaged directly by the threat of the resentment of the crowd due to the internal factors such as the decline of the political system, the accumulation of "popular resentment" and so on. The risk of secondary social stability refers to the uncertainty that the political authority is threatened by the resentment of the crowd because of the invasion of external factors such as the invasion of external political factors and the influence of natural disasters. Other types of social risks can induce secondary social stability risks under certain conditions. The governance of social stability risk should take the primary social stability risk as the main object, and at the same time give consideration to the secondary social stability risk.
