政府购买服务:一个社区矫正的实践样本及启示

【摘要】：社区矫正是一种利用社区资源实现对罪犯进行教育改造的刑罚执行制度创新,其目标是降低刑罚执行成本、减少社会矛盾激化、维护社会和谐稳定。在社区矫正实践中,对社区矫正人员或社区服刑人员的监管、教育和帮扶,离不开政府、社会和市场三种力量的相互支持、相互补充。如何吸引社会力量和市场主体的参与,政府购买社区矫正服务提供了一种有效的尝试。通过政府购买社区矫正服务,把社会力量和市场主体吸纳到社区矫正治理体系中来,可以形成政府主导、社会参与和市场供给的协同创新路径。
[Abstract]:Community correction is an innovation of penalty execution system which utilizes community resources to realize the education and reform of criminals. Its goal is to reduce the cost of penalty execution, reduce the intensification of social contradictions, and maintain social harmony and stability. In the practice of community correction, the supervision, education and support of community correction personnel or community prisoners can not be separated from the mutual support and complement of government, society and market forces. How to attract the participation of social forces and market subjects, the government purchase community correction services to provide an effective attempt. Through the government purchasing community correction services and absorbing social forces and market subjects into the community correction governance system, we can form a coordinated innovation path of government leading, social participation and market supply.
