【摘要】：目前，我国正处在突发性公共危机事件的高发期，地震、雪灾、旱灾等自然灾害屡屡发生，公共卫生和公共安全事件时常见报道。这些公共危机事件的爆发造成了大量人员伤亡和财产损失，对经济和社会的基础设施造成巨大的破坏，如何更好的应对公共危机减少损失，并促进制度的革新和环境的变革，是新形势下中国各级政府特别是市、县级政府面临的重要课题之一。本文以河北省张家口市作为研究对象，基于公共危机管理理论，结合近年来国内典型公共危机案例，对河北省张家口市政府危机管理现状进行深层次的剖析，有针对性地提出提升政府公共危机管理能力相应的对策。主要分为五个部分:第一部分，提出研究政府公共危机管理的目的意义，介绍论文的基本情况。第二部分，对相关概念进行分析，为寻求解决问题的途径打下理论性基础。第三部分，，通过对典型公共危机事件的研究，指出存在问题。第四部分，通过个体分析、案例分析以及共性分析，总结公共危机管理先进经验。第五部分，从公共危机产生前、公共危机过程中、公共危机发生后三个时间段，对张家口市在公共危机管理方面提出强化公共危机意识、建立高效指挥协调机制、建立健全公共危机善后管理制度等方面的建议。论文采用归纳总结法从各类资料中归纳总结出政府公共危机管理的一些共性问题；用案例分析法对国内公共危机典型案例进行深入、规范的分析，指出张家口市在应对公共危机事件中的经验和教训；用比对分析法对发达国家政府公共危机管理经验和国内公共危机管理的现状进行分析比对；用文献分析法收集整理关于政府公共危机管理方面的文献资料为论文提供理论支持。用问卷调查法收集真实的数据资料进行分析，以发现张家口市公共危机管理中的不足。
[Abstract]:At present, China is in the high incidence of sudden public crisis events, earthquakes, snow disasters, drought and other natural disasters, public health and public safety events are often reported. The outbreak of these public crises has caused a large number of casualties and property losses, caused tremendous damage to the economic and social infrastructure, how to better respond to the public crisis to reduce losses, and promote institutional innovation and environmental change, It is one of the important tasks that Chinese governments at all levels, especially at the city and county level, face in the new situation. This paper takes Zhangjiakou City of Hebei Province as the research object, based on the theory of public crisis management, combined with the typical domestic public crisis cases in recent years, carries on the deep level analysis to the present situation of the government crisis management in Zhangjiakou City, Hebei Province. The corresponding countermeasures are put forward to improve the government's ability of public crisis management. It is divided into five parts: in the first part, the purpose and significance of the research on government public crisis management are put forward, and the basic situation of the thesis is introduced. In the second part, the related concepts are analyzed to lay a theoretical foundation for finding a way to solve the problem. The third part, through the research of typical public crisis events, points out the existing problems. The fourth part summarizes the advanced experience of public crisis management through individual analysis, case analysis and general analysis. The fifth part, from the public crisis generation, the public crisis process, the public crisis occurrence three time periods, proposed to Zhangjiakou City in the public crisis management aspect strengthens the public crisis consciousness, establishes the high efficiency command coordination mechanism. To establish and improve the management system of public crisis management and other aspects. In this paper, some common problems of government public crisis management are summed up from all kinds of materials by the method of induction and summary, and the typical cases of domestic public crisis are analyzed deeply and normatively by case analysis. This paper points out the experiences and lessons of Zhangjiakou City in dealing with public crisis events, and compares the experiences of government public crisis management in developed countries with the current situation of domestic public crisis management with comparative analysis. Literature analysis method is used to collect and collate the literature on government public crisis management to provide theoretical support for the paper. In order to find out the deficiency of the public crisis management in Zhangjiakou City, a questionnaire survey was used to collect the real data.
