医疗体制改革中的职务犯罪预防

【摘要】：我国在医疗改革过程中所形成的"以药养医"体制,由于使公立医院逐渐丧失了公益性,并强化了医护人员的逐利动机,因此导致医疗腐败,特别是职务犯罪案件日趋严重。而医疗腐败的加剧,又进一步加重了群众"看病难,看病贵"问题。为此,新一轮医改必须将治理医疗腐败作为改革的重要目标,在加大公共医疗投入力度,确保医疗服务的公益性回归,优先发展基本卫生服务,完善医疗考核分配制度的同时,要加强医疗系统的内部治理。
[Abstract]:In the course of medical reform, the system of "taking medicine by medicine" formed in the course of medical reform has caused the public hospital to lose the public welfare gradually and strengthen the motivation of the medical staff, so the medical corruption, especially the case of duty crime, is becoming more and more serious. Therefore, the new round of medical reform must take the treatment of medical corruption as an important goal of reform, to increase the investment in public health care, to ensure the return of the public welfare of medical services, to give priority to the development of basic health services, to improve the system of medical assessment distribution, and to strengthen the internal governance of the medical system.
