公安人力资源管理信息系统建设探究

【摘要】: 进入信息时代以来,随着电脑、网络技术的日趋发达,现代管理理论的完善,人力资源管理逐步进入信息化轨道,人力资源管理系统的应运而生,并成为管理信息化中的最大亮点之一。与此同时,政府机关也积极运用现代人力资源管理理念,将科学技术应用于公务员队伍管理,想方设法提高行政效率和管理效能,使得公务员电子化人力资源(e-HR)管理系统应运而生。 顺应这一形势,近年来,上海公安机关以加快公安信息化建设为先导,加强公安队伍管理信息系统的研究和建设,通过科技强警工作的发展和进步,推动着公安警务理念、组织结构、工作方式、管理模式、运行机制的深刻变革。 因此,如何借助上海公安机关信息化建设的先发优势和基础条件,充分运用现代先进的信息技术和管理手段进行人力资源管理,推动上海公安队伍科学可持续发展已成为当前亟待解决的重要课题。正是基于这样的原因和需求,作者着眼信息技术和队伍管理的发展趋势,对公安人力资源管理信息系统进行研究,以适应公安机关警力资源管理的需求,提高公安队伍管理的效能和效益。 本论文在导论部分阐述论文的写作背景、研究意义、e-HR系统发展历史,在介绍了e-HR系统的概念与功能、国内外政府e-HR系统现状等理论基础后,引入ISO9000质量管理标准为理论指导,将“PDCA”(即“策划、实施、检查、改进”)循环持续改进的过程方法融入队伍管理操作平台设计中,突出比较分析方法,将我局现有人力资源管理系统和外省市公安机关较为成功的警务管理信息系统作为比较对象,对上述管理系统的建构进行系统研究和分析,借鉴企业人力资源管理系统(E—HR)成功经验,提出公安人力资源管理信息系统的总体框架构想。随后,深入分析实施系统建设项目在硬件环境、项目管理、系统运行等方面存在的风险,深入分析项目实施给队伍管理的组织结构、领导方式、管理模式等方面带来的影响和挑战,并从中长期发展的角度来论述系统建设的有关推进举措,探究完整整合、优化改进的方案,以进一步充分说明本篇论文的研究和使用价值。
[Abstract]:Since entering the information age, with the development of computer and network technology and the perfection of modern management theory, human resource management has gradually entered the information track. The human resource management system has emerged as the times require, and has become one of the biggest highlights in the management information system. At the same time, the government organs also actively use the modern human resources management concept. The application of science and technology to the management of civil servants, trying to improve administrative efficiency and management efficiency, makes the civil servants' electronic human resources (e-HR) management system emerge as the times require.
In response to this situation, in recent years, Shanghai public security organs have accelerated the research and construction of the public security team management information system in order to accelerate the construction of public security information system. Through the development and progress of the work of scientific and technological police, the public security organs have promoted profound changes in the public security police concept, organization structure, work mode, management mode and operation mechanism.
Therefore, how to make full use of modern advanced information technology and management means to manage human resources by using modern advanced information technology and management means to promote the sustainable development of Shanghai public security team has become an important issue to be solved urgently. It is based on such reasons and demands that the author focuses on the Shanghai public security organs. The development trend of information technology and team management is to study the public security human resource management information system, in order to meet the needs of police force resource management and improve the effectiveness and efficiency of the public security team management.
This paper introduces the writing background, the significance, the history of the e-HR system development, the introduction of the concept and function of the e-HR system, the theoretical basis of the e-HR system at home and abroad, the introduction of the ISO9000 quality management standard as the theoretical guidance, and the continuous improvement of the "PDCA" ("planning, implementation, inspection, improvement"). The process method is integrated into the design of the team management operation platform, and the comparative analysis method is highlighted. The existing human resource management system of our bureau and the more successful police management information system of the external and municipal public security organs are taken as comparison objects, and the construction of the above management system is systematically studied and analyzed, and the enterprise human resource management system (E - HR) is used for reference. Successful experience, put forward the overall framework of the public security human resource management information system. Then, it analyzes the risks of the implementation of the system construction projects in the aspects of hardware environment, project management and system operation, and deeply analyzes the impact and selection of project implementation to the organization structure, leadership style, management mode and so on. War, and from the angle of medium and long term development, discuss the relevant advance measures of system construction, explore the complete integration and optimize the improvement plan, so as to further fully explain the research and use value of this paper.
