我国户籍制度改革中公众权益的行政协调

【摘要】： 户籍制度是国家行政管理的一项基本制度。中国现行户籍制度已实施了半个多世纪,近年来伴随着中国社会快速发展、进步,这项制度对公众权益造成的侵害日趋明显,户籍制度的改革已成为当今中国社会改革内容的重要组成部分。由于牵扯十多亿人口的切身利益,改革的成败必将影响到整个社会的和谐发展,是一个应该重点研究的问题。本文从现行户籍制度制约公众权益的表现形式出发,分析了现行户籍制度对公众权益造成侵害的原因在于户籍的二元性质,并从行政管理和政府公共政策选择的相关理论出发,研究了这场改革中政府行政协调的地位和作用以及担当的职能,探讨了政府通过行政协调的手段保证户籍改革中的公众权益,以最终实现户籍制度的一元制,体现社会公正、公平的行政目标。现阶段,户籍制度的改革进程缓慢,严密的行政管理体系以及附加在户籍之上的福利待遇等各种因素,使户籍改革一时坚冰难破。以社会稳定为前提的户籍改革必然是一个较为漫长且艰巨的过程,渐进决策模式的采用更符合中国国情,而且政府在公共政策的选择及行政作为、行政能力、执政理念、发展职能等方面,必然在户籍改革中接受考验并起到至关重要的作用。
[Abstract]:Household registration system is a basic system of national administration. The current household registration system in China has been implemented for more than half a century. In recent years, with the rapid development and progress of Chinese society, the infringement on public rights and interests caused by this system has become increasingly obvious. The reform of household registration system has become an important part of China's social reform. Due to the vital interests of more than one billion people, the success or failure of the reform will affect the harmonious development of the whole society. Starting from the form of the current household registration system which restricts the public rights and interests, this paper analyzes that the reason why the current household registration system infringes on the public rights and interests lies in the dual nature of the household registration system, and proceeds from the relevant theories of the administration and the choice of the government's public policy. This paper studies the position, function and function of government administrative coordination in this reform, and probes into the public rights and interests of the government in the reform of household registration through the means of administrative coordination, so as to realize the monistic system of the household registration system and embody social justice. Fair administrative objectives At present, the reform process of the household registration system is slow, the strict administrative system and the welfare treatment attached to the household registration system make the reform of household registration hard to break for a while. The reform of household registration based on the premise of social stability must be a long and arduous process. The adoption of progressive decision-making mode is more in line with the national conditions of China, and the government's choice of public policy and administrative action, administrative ability, governing concept, The development function and so on must accept the test and play the vital role in the household registration reform.
