保密教育培训长效机制建设研究

【摘要】： 保密工作是我们党和国家的一项重要工作,它事关党和国家的安全和利益,直接关系着改革、发展、稳定的大局,是维护国家统一、民族团结和社会稳定的重要保障,是确保社会主义经济建设顺利进行,促进科技发展与进步的重要手段。保密教育培训是整个保密工作的思想基础和重要环节,是指以保守国家秘密为直接目的,以全体公民特别是国家机关、保密要害部门部位的工作人员为对象开展的,关于保守国家秘密的思想政治教育和业务知识的传播工作,因此必须要引起高度重视。本文把研究落脚点放在了保密教育培训上,这是解决我国保密工作出现问题的重点和难点。作为增强保密意识、掌握保密知识、强化保密技能、提高保密素质、加强保密能力建设的基础工程,要制定科学有效的工作制度,建立协调配合的工作体制,逐步形成规范系统的长效机制,为保密工作不断适应新形势、新情况、新问题筑牢根基,从而确保保密教育的制度化、经常化、规范化,这是符合保密教育重要性与长期性的要求。本文将从五个方面来研究建立保密教育培训长效机制的体系构想,即夯实保密教育培训的理论研究机制,完善保密教育培训的保障机制,强化保密教育培训的监督考核与激励机制,创新保密教育培训的实践机制以及建立健全保密教育培训责任机制。
[Abstract]:Secrecy is an important work of our party and state. It concerns the security and interests of the party and state, directly relates to the overall situation of reform, development and stability, and is an important guarantee for safeguarding national unity, national unity and social stability. It is an important means to ensure the smooth progress of socialist economic construction and promote the development and progress of science and technology. Education and training in secrecy is the ideological basis and important link of the whole work of secrecy. It refers to the direct purpose of keeping state secrets, and to the staff of all citizens, especially state organs, and key departments of secrecy. The ideological and political education and the dissemination of professional knowledge about keeping state secrets must be attached great importance to. This paper focuses on the education and training of secrecy, which is the key and difficult point to solve the problems in the work of secrecy in our country. As a basic project to enhance the consciousness of keeping secret, master the knowledge of keeping secret, strengthen the skill of keeping secret, improve the quality of keeping secret, strengthen the construction of ability of keeping secret, we should formulate a scientific and effective work system and establish a work system of coordination and coordination. Gradually forming a long-term mechanism for standardizing the system, so as to build a solid foundation for keeping secret work constantly adapted to the new situation, and new problems, so as to ensure the institutionalization, regularization and standardization of the education of secrecy. This is in line with the importance of confidential education and long-term requirements. This paper will study the systematic conception of establishing the long-term mechanism of secret education and training from five aspects, that is, to consolidate the theoretical research mechanism of secret education and training, and to perfect the safeguard mechanism of secret education and training. We should strengthen the supervision, examination and incentive mechanism of secret education and training, innovate the practical mechanism of secret education and training, and establish and perfect the responsibility mechanism of secret education and training.
