社区警务与青少年犯罪预防——以香港警察的“突破行动计划”为例

【摘要】：社区警务是一门哲学、一种理念,在这种理念的指引下警察应当与公众保持紧密联系从而实现预防犯罪的目标,并且根据特定的社会背景特征,通过许多不同的策略和行动来实现。社区警务与犯罪预防相辅相成,香港警察以往的犯罪预防策略是控制多于充权,宣传警队形象多于解决特有社区犯罪问题,对防止高危青少年犯罪作用有限。"突破行动计划"是一个社区警务理念与犯罪预防策略相结合的行动计划,该计划结合了"个人介入"与"社区介入"的犯罪预防策略,并采用跨界别合作模式以及核心八项要素来改善曾经犯过罪的青少年的自我形象以及对警方的认识和印象,从而降低青少年再犯罪的倾向。

" The Breakthrough Action Plan is an action plan that combines community policing concepts with crime prevention strategies. In order to reduce the tendency of juvenile reoffending, the model of cross-border cooperation and the core eight elements are adopted to improve the self-image of the juvenile who have committed a crime, as well as the understanding and impression of the police.
