公安机关警力资源管理研究

【摘要】: 党的十六大、十七大提出了新世纪新阶段党和国家的奋斗目标和行动纲领,确立了全面建设小康社会的目标,为中国特色社会主义事业的发展指明了前进方向。第二十次全国公安工作会议认真贯彻了中央精神,根据《中共中央关于进一步加强和改进公安工作的决定》,紧紧围绕全国的工作中心,把维护国家安全和社会稳定作为公安机关在新时期的总任务,要求公安机关要担负起“巩固共产党执政地位、维护国家长治久安、保障人民安居乐业”的历史使命。 但是,当前公安队伍面临诸多考验和挑战:以民生问题为主题的社会矛盾比较突出,由此引发的群体性事件多样多发;境内外敌对势力渗透破坏活动策略手法不段变化,对敌斗争形势严峻、复杂;诱发、滋生违法犯罪的社会消极因素增多,维护社会治安持续稳定的压力加大;知识化、信息化、个性化的时代特点导致新的犯罪领域大量出现,犯罪进一步向智能化发展,犯罪的手段更加高超巧妙,犯罪的潜伏性和隐蔽性加大,犯罪呈国际化、智能化、有组织化趋势:人民群众法制观念的普及,对民警执法依据和执法程序有了更为严谨的标准等。 日益严峻复杂的执法环境,不仅对公安民警的素质提出了更高的要求,也对公安机关警力资源的管理提出了更高的要求。虽然,全国各级公安机关积极响应公安部“三基”工作部署,想方设法、千方百计推动警力下沉,强化基础建设,增强基层实力,激发基层活力,但日益繁重的公安工作与警力相对不足、高标准的工作要求与警力素质相对较低依然是不争的事实。如何对警力资源进行有效管理,最大限度地开发现有警力资源,从而使公安工作整体效能得到提升,已成为公安机关面临的一项具有重大理论和实践意义的课题。 本文结合人力资源管理相关理论,指出我国公安机关警力资源管理面临的挑战与存在的问题,认真查找原因,并进一步提出加强完善我国警力资源管理的几项建议和措施。本文的研究有助于解决公安机关在警力资源管理中的现实问题,对公安机关警力资源管理工作具有一定的实用价值和借鉴意义。 本文共分四个章节:第一章是绪论部分;第二章是公安机关警力资源管理概述;第三章是中外警力资源管理的先进经验和做法;第四章是进一步完善公安机关警力资源管理的建议。
[Abstract]:The 16th National Congress of the Communist Party of China and the 17th National Congress of the Communist Party of China put forward the goal and action program of the Party and the country in the new century and new stage, established the goal of building a well-off society in an all-round way, and pointed out the way forward for the development of the cause of socialism with Chinese characteristics. The 20th National Public Security work Conference conscientiously implemented the spirit of the Central Committee and, in accordance with the "decision of the CPC Central Committee on further strengthening and improving Public Security work", closely surrounded the national work center. Taking safeguarding national security and social stability as the general task of the public security organs in the new period, the public security organs are required to shoulder the historical mission of "consolidating the ruling position of the Communist Party, safeguarding the long-term stability of the country, and ensuring the people to live and work in peace and contentment." However, at present, the public security forces are faced with many tests and challenges: the social contradictions on the theme of people's livelihood are relatively prominent, resulting in a variety of mass incidents, and the tactics of the hostile forces inside and outside the country in infiltrating and destroying activities do not change at any time. The situation of the struggle against the enemy is grim and complicated; the social negative factors that induce and breed illegal crimes are increased; the pressure of maintaining social order and stability is increased; the characteristics of the era of knowledge, information, and individualization lead to the emergence of a large number of new areas of crime. Crime further develops to intelligence, the means of crime are more sophisticated, the potential and concealment of crime are increased, the crime is internationalized, intelligent, and organized: the concept of the legal system of the masses is popularized. The police law enforcement basis and law enforcement procedures have more stringent standards and so on. The increasingly severe and complex law enforcement environment not only puts forward higher requirements for the quality of police officers, but also puts forward higher requirements for the management of police resources of public security organs. Although, public security organs at all levels throughout the country have responded positively to the "three basic" work arrangements of the Ministry of Public Security, and have tried their best to promote the sinking of police forces, strengthen infrastructure construction, strengthen the strength of the grassroots units, and stimulate the vitality of the grassroots units. But the increasingly heavy public security work and the police force are relatively insufficient, the high standard work request and the police strength quality are relatively low is still indisputable fact. How to effectively manage the police resources and develop the existing police resources to the maximum extent, so as to enhance the overall efficiency of public security work, has become a major theoretical and practical significance of public security organs. Based on the theory of human resource management, this paper points out the challenges and problems faced by the police resource management of our country's public security organs, finds out the reasons carefully, and further puts forward some suggestions and measures to strengthen the management of police resources in our country. The research in this paper is helpful to solve the practical problems in the police resource management of the public security organs and has certain practical value and reference significance to the police force resource management of the public security organs. This paper is divided into four chapters: the first chapter is the introduction, the second chapter is the overview of the police force resource management in public security organs, the third chapter is the advanced experience and practice of the police force resource management at home and abroad. The fourth chapter is to further improve the police resources management of public security organs.
