试论基层政府的流动人口综合管理和服务

【摘要】： 人口流动是社会经济发展的必然产物,也是破解我国地区差异、城乡差异难题的必由之路。但在20世纪90年代后,大规模的流动人口涌入部分发达地区,在就业、子女教育、医疗卫生、社会保障以及计划生育等方面产生了日趋严重的矛盾和问题,对于这些处在化解矛盾和问题的第一线,而又在政策、权力、资源并不充裕的基层政府来说,如何加强对流动人口的管理和服务,使其对地方的经济社会发展做出贡献,从而适应改革开放以来生产要素在市场中的高速流动所带来的冲击。因此,必须妥善面对和合理把握人口流动,化解人口流动所引发出的一系列矛盾于基层,深化各项管理和服务举措,并形成有效的、常态的工作机制,从而保障社会的长治久安,维持多元化人口结构的和谐稳定,为缩小我国差异性问题打好坚实基础,是提升我国基层政府执政能力的重要课题。 全文共分五章。第一章为绪论,综述我国基层政府在流动人口综合管理和服务领域的现状,通过对基层政府在职能、机制和手段的描述,说明本文选题的目的与意义。并对本文所采用的研究方法以及创新点进行了阐述。第二章为国内流动人口的发展、管理与服务,首先对全国流动人口发展趋势的简要分析,其次对论述的“基层政府”“流动人口”“综合管理和服务”等主题范畴进行了界定,第三是概括了上海市对于流动人口综合管理与服务的发展过程。第三章为国外流动人口管理和服务的模式研究以及为我国现阶段基层政府工作带来的启示。第四章为实证分析,以上海市G区D镇两级基层政府为例,通过对管理和服务的主要工作的描述,提炼出基层政府在该领域存在的主要问题。第五章为基层政府流动人口综合服务和管理的对策研究,总结了基层政府在管理和服务上的基本要求,提出适用于基层政府流动人口管理服务的相关对策。 本文就上海市G区D镇两级基层政府的管理主体和客体进行了分析,剖析了基层政府在加强对流动人口综合服务和管理工作的本质内涵,阐述了基层政府在加强对流动综合管理和服务的重要性和紧迫性,指出了基层政府的体制症结,探求在现有资源条件下,基层政府如何通过“以服务促管理、融管理于服务”工作思路,加强全方位的流动人口综合服务和管理的可行性建议和对策。
[Abstract]:Population mobility is the inevitable outcome of social and economic development, but also the only way to solve the regional differences, urban and rural differences. However, since the 1990s, the massive floating population has poured into some developed regions, resulting in increasingly serious contradictions and problems in employment, child education, medical and health care, social security and family planning. For these grass-roots governments, which are at the forefront of resolving contradictions and problems and are not rich in policies, power and resources, how can they strengthen the management and services of the floating population so that they can make contributions to the local economic and social development? So as to adapt to the impact of high-speed flow of factors of production in the market since the reform and opening up. Therefore, we must properly face and reasonably grasp population mobility, resolve a series of contradictions caused by population mobility at the grass-roots level, deepen various management and service initiatives, and form an effective and normal working mechanism. So as to ensure the long-term stability of the society, maintain the harmony and stability of the pluralistic population structure, and lay a solid foundation for narrowing the differences in our country, it is an important topic to enhance the ruling ability of the grass-roots government in our country. The full text is divided into five chapters. The first chapter is the introduction, which summarizes the current situation of grass-roots government in the field of comprehensive management and service of floating population, and explains the purpose and significance of this paper by describing the functions, mechanisms and means of grass-roots government. At the same time, the research method and innovation of this paper are expounded. The second chapter is the development, management and service of the floating population in China. Firstly, it briefly analyzes the development trend of the floating population in China, and then defines the thematic categories of "grass-roots government", "floating population", "comprehensive management and service" and so on. The third part summarizes the development process of Shanghai's comprehensive management and service for floating population. The third chapter studies the management and service mode of foreign floating population and the inspiration for the grass-roots government work in our country. The fourth chapter is an empirical analysis, taking two levels of grass-roots government in G District D Town of Shanghai as an example, through describing the main work of management and service, the main problems of grass-roots government in this field are abstracted. The fifth chapter is the research on the comprehensive service and management of the floating population of the grass-roots government, summarizes the basic requirements of the management and service of the grass-roots government, and puts forward the relevant countermeasures suitable for the management service of the floating population of the grass-roots government. This paper analyzes the subject and object of the two-level grass-roots government in G District D Town of Shanghai, and analyzes the essential connotation of the grass-roots government in strengthening the comprehensive service and management of the floating population. This paper expounds the importance and urgency of the grass-roots government in strengthening the comprehensive management and service to the flow, points out the crux of the system of the grass-roots government, and probes into how to promote the management of the grass-roots government through service under the condition of existing resources. Combining management with service, the feasible suggestions and countermeasures of comprehensive service and management of floating population should be strengthened.
