广东省公安机关应对突发事件网络舆情危机策略研究

【摘要】：近年来，随着互联网的不断普及和电子信息技术的迅猛发展，网络正逐渐成为人们生活中不可缺少的重要载体，它在为人们提供传播及表达言论的便捷途径时，，也成为社会舆论评判和传播的重要风向标，网络舆情也由此应运而生。作为政府机关的重要组成部门，公安机关处在社会管理的最前沿，常直接面对各种社会面矛盾，特别是在应对突发事件时，面对网络舆情的激烈议论和冲击，一旦应对和处置不当，极易演化为规模化的网络舆情危机，进而引发更严重的社会矛盾，这对公安机关的公信力、执法环境和执法难度都提出新的课题和挑战。作为改革开放的前沿，广东省地理位置特殊，毗邻港澳，开放化程度较高，民众的话语权意识更强，突发事件频发，网络舆情危机应对形势严峻。因此，研究广东省公安机关应对突发事件网络舆情危机的对策，引导网络舆情理性发展，合理处置化解突发事件网络舆情危机，对于维护公安机关的公信力，营造良好的执法环境，创建团结、稳定、和谐的社会氛围，具有重要的现实意义。本文以广东省公安机关应对突发事件网络舆情危机的策略研究为主线，在充分参考国内外研究的基础上，分析了广东省突发事件网络舆情危机的分类和特点，从管理机构、队伍建设、搜情渠道、应对手段、应对措施、应对效果等方面概述了当前广东省公安机关应对突发事件网络舆情危机的工作现状。同时，以珠海斗门“115”案和深圳“526”特大交通事故案网络舆情危机为例，梳理了突发事件网络舆情危机的演化过程和规律，重点归纳了广东省公安机关在突发事件网络舆情危机应对过程中的经验和教训，尽管均遵循了快速、及时、准确、透明的原则成功处置，但仍暴露出应对处置被动、方式方法不力、部门互动不够等问题。进而探究了现阶段广东省公安机关在突发事件网络舆情危机应对过程中存在的问题，包括观念传统保守、处置手段单一、响应机制缺失、部门联动不多、网络阵地缺乏主动权、队伍专业化能力不强；并针对问题剖析了成因，主要有重视程度不够、应急机制不健全、网络平台建设滞后、人才培养方式不科学、法律实践不够完善等。最后，从进一步提高认识、逐步完善应急机制、强化网络阵地建设、拓宽信息共享渠道、不断加强队伍建设、切实加强法律实践等六个方面提出广东省公安机关应对突发事件网络舆情危机的对策，可以为广东省公安机关科学妥善应对处置突发事件网络舆情危机提供参考和借鉴。
[Abstract]:In recent years, with the continuous popularization of the Internet and the rapid development of electronic information technology, the network is gradually becoming an indispensable important carrier in people's lives. It has also become an important vane of public opinion judgment and dissemination, and network public opinion has emerged as the times require. As an important component of government organs, the public security organs are in the forefront of social management, and often face all kinds of social contradictions directly, especially when dealing with unexpected events, facing the fierce discussion and impact of network public opinion. Once handled improperly, it is easy to evolve into a large-scale network public opinion crisis, which leads to more serious social contradictions, which puts forward new topics and challenges to the credibility of public security organs, the law enforcement environment and the difficulty of law enforcement. As the frontier of reform and opening up, Guangdong Province has a special geographical position, adjacent to Hong Kong and Macao, with a higher degree of openness, a stronger awareness of the right to speak, frequent emergencies, and the network public opinion crisis to deal with the severe situation. Therefore, to study the countermeasures of Guangdong public security organ to deal with the emergency network public opinion crisis, to guide the rational development of network public opinion, to deal with the emergency network public opinion crisis reasonably, to maintain the public trust of the public security organ, It is of great practical significance to create a good law enforcement environment and to create a social atmosphere of unity, stability and harmony. Based on the study of the strategy of the public opinion crisis in the emergency network in Guangdong Province, this paper analyzes the classification and characteristics of the network public opinion crisis of the emergency event in Guangdong Province based on the full reference of domestic and foreign research, and from the management organization, the paper analyzes the classification and characteristics of the emergency network public opinion crisis in Guangdong Province. This paper summarizes the current situation of the public opinion crisis of the emergency network in Guangdong Province from the aspects of team construction, search channels, coping measures, countermeasures and response effects. At the same time, taking the "115" case of Zhuhai Doumen and the case of "526" traffic accident in Shenzhen as examples, this paper combs the evolution process and law of network public opinion crisis of unexpected events. The experiences and lessons of Guangdong public security organs in the process of responding to the emergency network public opinion crisis are summarized emphatically. Although all of them have followed the principles of fast, timely, accurate and transparent, they have been successfully disposed of, but they still expose the passivity of the response. The method is weak, the department interaction is not enough and so on. Then it probes into the problems existing in the process of responding to the public opinion crisis of sudden events in Guangdong public security organs at this stage, including conservative concept, single means of disposal, lack of response mechanism, lack of linkage between departments and lack of initiative in network position. The professional ability of the team is not strong, and to analyze the causes of the problem, the main reasons are not enough attention, the emergency mechanism is not perfect, the network platform construction lags behind, the way of personnel training is not scientific, the legal practice is not perfect, and so on. Finally, in order to further enhance understanding, gradually improve the emergency mechanism, strengthen the construction of network positions, broaden the channels for information sharing, and constantly strengthen the building of the contingent, Six aspects, such as strengthening the law practice and so on, put forward the countermeasures of the public opinion crisis of the public opinion of the public security organ of Guangdong province, which can provide reference and reference for the public security organ of Guangdong province to deal with the network public opinion crisis of the emergency event scientifically and properly.
