南宁市少数民族流动人口公共服务供给精准化研究

【摘要】：随着工业化、城镇化、信息化的不断发展,人口流动日益频繁,给城市发展带来更多发展动力,同时也带来了许多城市公共治理难题,需要有更新、更精巧的治理工具和治理手段加以解决。少数民族流动人口因其固有的语言、民族风俗、宗教信仰等差异,在流入城市后面临各种生存、发展的不适应性。如何消弭这种不适应性,帮助少数民族流动群众更好的融入城市,这就对城市公共管理、公共服务提出了更高的要求。十八届二中全会提出,要构建人民满意的服务型政府,那么,就要从公共服务的供给一端——公共部门入手,挖掘其在公共服务供给中精准化的改进方向,使之成为补齐少数民族流动人口公共服务供给中短板的重要手段。本文在借鉴已有的研究基础之上,总结并界定了公共服务供给精准化的概念及其内涵;通过文献分析、实地调研等研究方法,对南宁市少数民族流动人口公共服务供给现状进行研究。发现当前南宁市在少数民族流动人口公共服务供给中精准化缺失主要体现在的主体协同碎片化、服务对象需求识别随意化、计划执行低效化等方面。精准化建设还受到组织设计不科学、计划执行缺乏监督、推进标准化动力不足等因素制约。因此,需要通过完善顶层设计,优化组织设计,创新需求管理等等举措来实现城市少数民族流动人口公共服务供给的精准化。通过提高公共服务质量,推动解决城市中可能潜在的民族问题,为进一步开放城市发展,实现各民族共建共享城市发展成果提供可借鉴的建议和对策。
[Abstract]:With the continuous development of industrialization, urbanization and information technology, population flow is becoming more frequent, which brings more development impetus to urban development, but also brings many urban public governance problems, which need to be updated. More sophisticated governance tools and governance means to solve. Because of their inherent differences in language, customs, religious beliefs and so on, the minority floating population is faced with various kinds of survival and development inadaptability after flowing into the city. How to eliminate this inadaptability and help minority floating people better integrate into the city, which puts forward higher requirements for urban public management and public service. The second Plenary session of the 18th CPC Central Committee proposed that in order to build a service-oriented government that is satisfactory to the people, it is necessary to start with the supply of public services, the public sector, and to dig out the direction of improving its precision in the provision of public services. To make it an important means to supplement the minority floating population in the supply of public services. Based on the existing research, this paper summarizes and defines the concept and connotation of the precision of public service supply, through literature analysis, field research and other research methods, The present situation of public service supply for minority floating population in Nanning is studied. It is found that the lack of precision in the public service supply of minority floating population in Nanning is mainly reflected in the fragmentation of the main body, the random identification of the needs of the service objects and the low efficiency of the plan. Precision construction is also restricted by unscientific organization design, lack of supervision of plan execution and insufficient power to promote standardization. Therefore, we need to improve the top-level design, optimize organizational design, innovative demand management and other measures to achieve the precision of the urban minority floating population public service supply. By improving the quality of public service and promoting the solution of the potential national problems in the city, this paper provides suggestions and countermeasures for further opening up the development of the city and realizing the achievement of the co-construction and sharing of the urban development of all nationalities.
