户籍改革的制度变迁与利益博弈——“农转非”的四种地方模式评析及反思

【摘要】：户籍制度是一项包含多种利益分配的身份制度,户籍改革意味着利益结构的大调整,必然面临复杂的博弈。围绕"农转非"户籍改革,握有主导权的城市政府表现出鲜明的"经济人"本色——追求自我利益最大化,往往会陷入"土地财政"而难以自拔。地方政府以土地财政为内容的运动式城市化在理念上就是被异化的,它服从于追求政绩最大化的"政治逻辑",而非经济社会可持续发展的理性逻辑。中国的城市化进程中的种种"非合作博弈"使得这一进程正在遭遇挫折,有不可持续之虞。
[Abstract]:The household registration system is an identity system which includes a variety of benefits distribution. The reform of household registration means the adjustment of the interest structure, which is bound to face a complicated game. According to the reform of household registration, the urban government with dominant power shows the essence of "economic man"-pursuing the maximization of self-interest, which often falls into "land finance" and is difficult to extricate itself from. The local government is dissimilated in the concept of the movement urbanization with land finance as its content. It serves the "political logic" of pursuing the maximization of political achievements rather than the rational logic of sustainable development of economy and society. All kinds of "non-cooperative game" in the process of urbanization in China make this process encounter setbacks and be in danger of being unsustainable.
