交通社会公平性与建设和谐社会的关系研究

【摘要】: 近年来,我国经济增长速度明显加快,人均GDP突破1000美元向3000美元迈进。从国际经验看,人均GDP从1000美元到3000美元这一时期,往往是社会经济结构发生剧烈变化,社会利益矛盾不断增加,社会稳定问题非常突出的时期,加之复杂的国际因素,使我国社会主义建设面临巨大挑战。在此背景下,党中央明确提出要构建社会主义和谐社会,为我国今后的经济社会发展指明了方向。交通社会公平的问题已经逐渐成为和谐社会发展的制约,如何缓解交通社会公平问题成为和谐社会中重要课题之一。交通社会公平与和谐社会中最主要的问题是交通的发展是否公平与社会经济发展对社会和谐的影响程度,如何找寻缓解它们之间的和谐的方法是解决交通社会公平问题的根源所在。 和谐发展模型是指系统在某一时刻或系统要素合理匹配有机组合的状态。该模型是一种整体的、综合的发展,是系统或系统要素在有机和谐条件下,从小变大,从简单到复杂,从无序到有序,从低级到高级的进化趋势。用该模型评价交通基础设施与社会经济和谐发展的和谐度是一大创新点。还有本文使用经济学中的基尼系数和洛伦兹曲线来分析了各种运输方式占有道路资源的公平程度。 本文共分六部分。第一部分介绍了研究交通运输社会公平的研究背景和研究意义,研究内容与方法及国内外研究现状。第二部分主要介绍了交通社会公平与和谐社会的内涵。第三部分主要讲述了我国交通发展中交通不公平影响和谐社会的表现形式。第四部分介绍了交通运输社会公平性与和谐社会的相关性,主要通过和谐系统发展模型和运用基尼系数和洛伦茨曲线理论来评价交通运输公平性与和谐社会的关系;第五以交通社会公平促进和谐社会的发展。提出构建和谐社会对交通公平的要求;国际社会对于交通公平的重视值得我国政府借鉴,交通运输的社会公平作为发展的目标之一,应把交通社会公平问题提到重要的议事日程上来;政府对交通社会公平的重视及取得的成就;以及维护交通发展的社会公平对于促进建设和谐社会的意义。第六部分主要总结了本文的研究成果和展望建议。
[Abstract]:In recent years, China's economic growth has accelerated significantly, with per capita GDP exceeding US $1000 and moving towards US $3000. From the point of view of international experience, the period of GDP per capita from US $1000 to US $3000 is often a period of drastic changes in social economic structure, an increasing contradiction of social interests, a very prominent problem of social stability, and complicated international factors. Make our country socialism construction faces enormous challenge. In this context, the CPC Central Committee clearly proposed to build a socialist harmonious society, and pointed out the direction for the future economic and social development of our country. The problem of traffic social equity has gradually become the restriction of the development of harmonious society. How to alleviate the problem of traffic social equity has become one of the important topics in harmonious society. The most important problem in the social equity and harmonious society of traffic is whether the development of traffic is fair or not and the degree of influence of social economic development on social harmony. How to find a way to alleviate the harmony between them is the root of solving the problem of traffic social equity. The harmonious development model refers to the state in which the system reasonably matches the organic combination at a certain time or system elements. The model is a kind of integral and comprehensive development, which is the evolution trend of system or system elements in organic harmony, from simple to complex, from disorder to order, from low to high. It is an innovation point to use this model to evaluate the harmonious degree of traffic infrastructure and the harmonious development of social economy. We also use the Gini coefficient and Lorentz curve in economics to analyze the fair degree of road resources occupied by various transportation modes. This paper is divided into six parts. The first part introduces the research background and significance of the research on social equity of transportation, the research content and method, and the current research situation at home and abroad. The second part mainly introduces the connotation of traffic social equity and harmonious society. The third part mainly narrates the expression form of the traffic unfairness influence the harmonious society in the traffic development of our country. The fourth part introduces the correlation between social fairness and harmonious society, mainly through the harmonious system development model and the use of Gini coefficient and Lorentz curve theory to evaluate the relationship between transport fairness and harmonious society. Fifth, promote the development of harmonious society with traffic social equity. The author puts forward the requirements of constructing a harmonious society for traffic fairness, and the attention of the international community to traffic equity is worthy of our government's reference. The social equity of transportation is one of the goals of development. The issue of social equity in traffic should be put on the important agenda; the government should attach importance to it and its achievements; and the significance of maintaining social equity in traffic development for promoting the construction of a harmonious society. The sixth part summarizes the research results and future suggestions.
