公安机关命案办案成本测算研究

【摘要】：办案成本是公安机关在证据的收集,证据的审查判断,证明活动和适用法律、法规等有关证明活动的过程中所产生的资金耗费。在公安机关发生的所有专门业务经费支出中,案件经费的支出是重中之重,刑事案件中的命案更显得突出。本文通过对吉林省2012年度发生的杀人案件为样本进行深入调查研究(共回收有效调查表372份),构筑了命案办案过程的指标体系,创建了命案办案成本测算方法,并根据吉林省的调查数据进行了实证研究。
[Abstract]:The cost of handling a case is the expenditure of funds generated by the public security organs in the process of collecting evidence, examining and judging evidence, proving activities and applying laws and regulations. Of all the special business expenses incurred by public security organs, the expenditure of case funds is the most important, and the homicide cases in criminal cases are even more prominent. Based on the investigation and study of the homicide cases in Jilin Province in 2012 (372 valid questionnaires are collected), the index system of the homicide case handling process is constructed, and the method of calculating the cost of the homicide case handling is established. According to the investigation data of Jilin Province, the empirical study is carried out.
