试论群体性事件不同阶段的危机传播策略

【摘要】： 当前,我国正处于快速现代化的过程中,传统的社会秩序、阶层划分、利益区间和道德观念正在发生深刻变革,人们在观念和利益两个层面受到强有力冲击,各种新的社会矛盾不断酝酿、生成、融合、累加,而既有的管理理念、管理体制和沟通模式,不能完全适应调整新生矛盾的需求。在这样的大背景下,群体性事件越来越普遍的出现在我们的视野中,已经成为了一种不能忽视、且有着深刻影响的社会现象。 承认群体性事件在较长的时间段内持续存在,对群体性事件进行有效地处置,是各级行政机关在引领经济社会发展、实施社会管理中必须面对的一个重要课题。但是随着社会的发展,公众民主意识、法律意识、权利意识不断地提高,舆论的透明度不断增强,传统的行政强制手段越来越不适应应对群体性事件的需要,在一些情况下反而导致群体性事件事态的进一步激化。更重要的是,单纯的行政强制方式可能会在较短的时间内取得形式上的效果,却进一步累加了潜在的社会矛盾,以至于抵消行政主体在维持社会长期和谐稳定上所作的努力。 正是由于这些原因,形式更加人性化、手段更加灵活的危机传播方法,被越来越广泛地运用到群体性事件的处理中。实践中,危机传播手段的运用,也的确取得了不错的效果,甚至一些由于前期处置不当导致激化的群体性事件,在危机传播手段进入后得到了有效的控制。 但是,群体性事件本身是一个动态变化的过程,不同阶段有着不同的特点,这些特点直接塑造着危机传播的情景。危机传播手段要充分发挥自己的作用,就必须正视这些不同的情境,有针对性地在策略上进行调整,才能保证预期效果的实现。 本文研究的重点,就是在对群体性事件的阶段划分、危机传播的相关要素进行分析的基础上,研究针对群体性事件不同阶段的不同特点,应该对危机传播策略进行怎样的调整,以求取得最好的危机传播效果。
[Abstract]:At present, our country is in the process of rapid modernization. The traditional social order, stratum division, interest range and moral concept are undergoing profound changes. All kinds of new social contradictions are constantly brewing, forming, merging and accumulating, but the existing management concepts, management system and communication mode can not completely adapt to the needs of adjusting the new contradictions. Against this background, mass events are becoming more and more common in our field of vision, which has become a social phenomenon which can not be ignored and has profound influence. It is an important task for administrative organs at all levels to lead the development of economy and society and to carry out social management. However, with the development of society, public consciousness of democracy, law, rights and transparency of public opinion, the traditional administrative coercive measures are more and more unable to meet the needs of mass events. In some cases, it leads to further aggravation of the state of affairs of mass events. More importantly, the simple administrative compulsion may achieve formal effect in a short time, but it further accumulates the potential social contradictions, so as to counteract the efforts made by the administrative subject in maintaining the long-term harmony and stability of the society. Because of these reasons, the crisis communication method with more humanized form and more flexible means is more and more widely used in the handling of mass incidents. In practice, the use of the means of crisis communication has indeed achieved good results, and even some group incidents, which have been intensified due to improper handling in the early stage, have been effectively controlled after the means of crisis communication have entered. However, the group event itself is a dynamic change process, different stages have different characteristics, these characteristics directly shape the situation of crisis spread. In order to give full play to the role of the means of crisis communication, we must face these different situations and adjust the strategies in order to ensure the realization of the expected effect. The focus of this paper is to study how to adjust the strategy of crisis communication according to the different characteristics of different stages of group events on the basis of the analysis of the phase division of group events and the related elements of crisis communication. In order to achieve the best spread of the crisis.
