无锡市流动人口服务管理模式创新研究

【摘要】：流动人口是社会经济发展到一定阶段的必然产物。随着经济的发展，流动人口越来越普遍且人数越来越多，原有的流动人口管理体制、管理手段、管理方法和管理理念等都存在诸多弊端，已难以适应新形势的客观要求。流动人口服务管理已经成为一个社会问题。本论文将运用流动人口现代服务管理理论，通过探讨无锡市流动人口服务管理工作的现实背景、具体改革措施、经验成效和存在的问题，对完善无锡市流动人口服务管理的思路和对策展开研究，，以其为我国流动人口服务管理工作提供有益的经验和借鉴，进一步提升流动人口服务管理的现代化和有效化，推动社会主义和谐社会建设目标的顺利实现。流动人口服务管理具有丰富的内容，它不仅限于对流动人口迁徙方向和规模进行控制，更着眼于以发展的眼光，特别是公共服务供给的均等，是目前中国流动人口服务管理的重要内容。无锡市流动人口的主要特点是以青壮年、低学历、来自欠发达地区的已婚人口为主，且在未来二十年内，无锡市流动人口的数量将呈现上升收敛态势。针对此种情况，无锡市开展了强化流动人口服务管理工作综合协调、实行流动人口多元社会管理等措施的服务管理实践，但仍存在上下衔接和部门协同不够紧密、基本公共服务覆盖不够全面等问题。必须通过市统筹规划指导、区协调监督、街道（镇）组织落实和社区（村）综合服务的四位一体的流动人口服务管理体制，通过引入信息化平台和研究不断完善流动人口服务管理长效机制来创新无锡市流动人口服务管理模式。
[Abstract]:Floating population is the inevitable outcome of social and economic development to a certain stage. With the development of economy, the floating population is becoming more and more common and the number of the floating population is increasing. There are many disadvantages in the original management system, management means, management methods and management concepts, which are difficult to adapt to the objective requirements of the new situation. Floating population service management has become a social problem. This paper will use the modern service management theory of floating population, through discussing the realistic background, concrete reform measures, experience effect and existing problems of Wuxi floating population service management. This paper studies the ideas and countermeasures of improving the service management of floating population in Wuxi, in order to provide useful experience and reference for the service management of floating population in our country, and further promote the modernization and efficiency of the service management of floating population. We will promote the smooth realization of the goal of building a harmonious socialist society. The service management of floating population is rich in content. It is not only limited to the control of migration direction and scale of floating population, but also focuses on the development, especially the equalization of public service supply. Is the current Chinese floating population service management important content. The main characteristics of floating population in Wuxi are young adults, low educational background, married population from underdeveloped areas, and the number of floating population in Wuxi will increase and converge in the next two decades. In view of this situation, Wuxi has carried out the service management practice of strengthening the comprehensive coordination of the service management of the floating population and carrying out the pluralistic social management of the floating population, but there is still a link between the upper and lower levels and the coordination of the departments is not close enough. Basic public service coverage is not comprehensive enough and so on. We must adopt a four-in-one management system of floating population services through the guidance of the overall planning of the city, the coordination and supervision of the districts, the implementation of the street (town) organization and the integrated services of the community (village), Through the introduction of information platform and research to continuously improve the long-term mechanism of floating population service management to innovate Wuxi floating population service management model.
