地方群体性事件的成因及善治途径研究

【摘要】： 随着改革开放的不断深入和城市化进程的不断加快,经济结构与社会结构发生了深刻而复杂的变化。市场经济的转型,社会利益格局的调整,使得社会矛盾和社会问题不断增多,群体性事件不断发生且规模越来越大,成为影响社会稳定的突出问题。从2005年起,高发态势的群体性事件正以各种极端的方式考验着当下中国的政治体制和社会管理机制。国内外理论界一般从政府危机管理或社会问题的角度研究群体性事件,这些研究较理性地分析了群体性事件的产生原因、特点、规律、危害性,提出了防范应对的政策及措施。本文在现有同类研究的基础上,试图通过分析政府因素对群体性事件的影响,来讨论地方群体性事件的发生发展机理,并探索善治群体性事件的政策建议。 本文由五部分构成:第一部分是绪论,先说明了本文要研究的是群体性事件的成因以及如何预防疏导的问题;接着界定有关概念,简述选题的意义;在综述国内外研究现状的基础上,提出本文的研究思路、方法论及理论分析框架,指出本文的创新之处:创新搭建以“公众参与、政府能力和精英决策”为变量的理论分析框架,笔者以立体的视角分析讨论问题,并有针对性提出有关政策建议。本文的前三章是对影响群体性事件的三个变量的具体分析,分别论证了公众参与存在的缺陷、政府能力结构的失衡和政府精英决策存在偏差是引发群体性事件的原因,每一章都用适当的案例分析来论证观点。第一章分析公众参与变量如何影响群体性事件,先阐述了“理想状态”公众参与应该是多元化良性互动的,再通过列举现实中参与面临的困境,说明当前的公众参与处于低效状态,用对比的方法来论证公众参与存在的缺陷和群体性事件具有怎样的关联性。第二章分析政府能力变量,先阐述了健康的政府能力的各个方面应该是全面均衡发展的,然后通过摆事实,说明当今政府在政府能力建设中只强化了抽取能力和强制能力,而相对弱化了规范能力、保障能力和分配能力,讨论了不平衡发展的政府能力与群体性事件的关联性,并指出“畸形”的政府能力结构是如何影响群体性事件的发生和发展。第三章分析精英决策变量,先按照我国国情,阐述符合现在体制的、主流的、正确的为官立场,然后列举了现实中一些政府精英不正确的立场和处事方式,分析政府精英决策对群体性事件发生和发展产生了影响。第四章在前三章分析讨论影响群体性事件有关的三个变量的基础上,有针对性地提出了群体性事件的善治途径。只有扩大参与治理的开放程度、全面均衡发展政府能力、规范精英的决策立场和行为方式,才能从源头上减少群体性事件的发生,并在事件发生时加以正确引导和处置。本文的结论部分对全文进行了概括,并对该领域的进一步研究进行了展望。
[Abstract]:With the deepening of reform and opening up and the acceleration of urbanization, the economic structure and social structure have undergone profound and complex changes. With the transformation of market economy and the adjustment of social benefit pattern, the social contradictions and social problems are increasing, and the mass events are occurring and the scale is getting larger and larger, which has become a prominent problem affecting the social stability. Since 2005, the high incidence of mass events is testing the current Chinese political system and social management mechanism in various extreme ways. The theoretical circles at home and abroad generally study group events from the angle of government crisis management or social problems. These studies analyze rationally the causes, characteristics, laws and harmfulness of group events, and put forward the policies and measures to prevent and deal with them. On the basis of existing similar studies, this paper attempts to discuss the mechanism of occurrence and development of local group events by analyzing the influence of government factors on group events, and to explore the policy recommendations for good governance of group incidents. This paper is composed of five parts: the first part is the introduction, the first part is to explain the causes of mass events and how to prevent the problem of persuasion, and then define the concept, briefly discuss the significance of the topic. On the basis of summarizing the current research situation at home and abroad, this paper puts forward the research ideas, methodology and theoretical analysis framework of this paper, and points out the innovation of this paper: the innovation structure is "Public participation," In this paper, the author analyzes and discusses the problems from the perspective of three-dimensional perspective, and puts forward some relevant policy suggestions on the basis of the theoretical analysis framework of government ability and elite decision making. The first three chapters of this paper are the concrete analysis of the three variables that affect the group events, which respectively demonstrate the defects of the public participation, the imbalance of the government's ability structure and the deviation of the government elite decision-making, which are the causes of the group events. Each chapter uses an appropriate case study to demonstrate the point of view. The first chapter analyzes how the public participation variables affect the mass events, first expounds the "ideal state" that public participation should be diversified and benign interaction, and then lists the dilemma that the public participation faces in reality. It shows that the current public participation is in an inefficient state, and uses the method of contrast to prove the relationship between the defects of public participation and group events. The second chapter analyzes the variables of government capacity, first expounds that all aspects of healthy government capacity should be developed in an all-round and balanced way, and then, through the facts, shows that the government only strengthens the ability of extraction and compulsion in the construction of government capacity. But it weakens the normative ability, the support ability and the distributive ability, discusses the relation between the unbalanced development of the government ability and the group event, and points out how the "abnormal" government ability structure affects the occurrence and development of the group event. The third chapter analyzes the elite decision variables, first according to the national conditions of our country, expounds the current system, mainstream, correct official position, and then lists some of the actual government elite incorrect positions and ways of doing things. This paper analyzes the influence of government elite decision making on the occurrence and development of group events. On the basis of analyzing and discussing the three variables related to group events in the first three chapters, the fourth chapter puts forward the way of good governance of group events. Only by expanding the open degree of participation in governance, developing the government's ability in an all-round and balanced way, and standardizing the decision-making stand and behavior of the elite, can the occurrence of group events be reduced from the source, and the events should be correctly guided and disposed of. The conclusion of this paper summarizes the full text, and prospects for further research in this field.
