公众回应、自我更新对治堵政策有效性的影响分析

【摘要】：随着城市化不断加深,道路拥堵问题越来越严重。公众对于治堵政策的需求度和关注度增强,因而政府为保证治堵政策的有效性,必须在政策制定和实施的全过程关注公众诉求。本文采用托马斯有效决策模型,并结合国情发现治堵政策制定过程中公众参与的有限作用,继而提出政策实施和反馈过程中公众回应和自我更新的重要性。通过构建模型,理解公众参与、公众回应和自我更新在提高治堵政策有效性时的影响作用,提出保证治堵政策有效的政策建议。
[Abstract]:With the deepening of urbanization, the problem of road congestion is becoming more and more serious. In order to ensure the effectiveness of the policy, the government must pay attention to the public demand in the whole process of policy formulation and implementation. In this paper, the Thomas effective decision model is adopted, and the limited role of public participation in the process of policy making is found according to the national conditions, and then the importance of public response and self-renewal in the process of policy implementation and feedback is put forward. By constructing a model to understand the influence of public participation, public response and self-renewal on improving the effectiveness of plugging policy, the paper puts forward some policy recommendations to ensure the effectiveness of the policy.
