河口区110接处警系统研究与实现

【摘要】:随着我国国民经济的迅速发展,市、县级城市建设规模不断扩大,相应的各种警情因素也在不断增加。恶性刑事案件、重大火灾、频繁车辆交通事故的发生,都给公安机关接处警工作提出了新的课题和更高的要求,尤其对于县级公安机关面临更加严峻的考验。110接处警系统是公安机关开展接处警工作的首要环节,是“金盾工程”的重要组成部分。随着110接警量持续攀升和接处警工作量的剧增,协调指挥和应急处置任务日益繁重,面对如此复杂的社会形式,加强110接处警工作规范化建设,不断提高110接处警工作的效能,对保证公安机关能够对接报警案件快速反应、及时处理就显得十分迫切,对迅速、有效的打击犯罪,维护社会治安稳定,以及促进公安机关信息化建设也具有重大意义。 本文依据东营市公安局河口分局110接处警系统建设的实际项目,重点描述了系统需要完善的各项功能。在系统总体研究的阶段,通过对110接处警业务需求的认真分析,提出了通过CSCW(计算机支持的协同工作)技术,在整合和利用现有条件的基础上,建立一个统一的语音、数据、图像相融合的智能基础共用平台,使之成为河口公安分局的报警受理服务中心和指挥调度中心。论文根据110接处警业务的需求,分析了现实工作中存在的问题,并将现有接处警系统分为九个模块,从功能、设计及实现等方面进行了较为详尽的描述。接着介绍了CSCW技术和GIS(地理信息系统)技术在完善接处警系统过程中的具体应用等。 本文的研究结果表明,CSCW协同平台的支持下,各接处警席位之间警情可通传、可转移、可接管,实现“可听、可视、可控”;指挥中心及各相关处警单位间可互通信息(文字、语音、图像),各级处警人员通过权限认证后,可以“随时随地得到信息”。整个接处警系统将成为一个基于CSCW工作的分布式系统,具有跨区域、跨警种的整体联动效能。
[Abstract]:With the rapid development of our national economy, the construction scale of cities and county-level cities is expanding, and the corresponding police factors are increasing. Vicious criminal cases, major fires, and frequent vehicle traffic accidents have all put forward new topics and higher requirements for the public security organs to receive police officers. Especially for the county-level public security organs, the system of receiving and handling police is the most important part of the "Golden Shield Project". With the continuous increase in the number of 110 receiving police and the sharp increase in the workload of receiving and handling the police, the task of coordinating command and emergency handling is becoming increasingly onerous. In the face of such a complicated social form, we should strengthen the standardization of the work of receiving 110 police and constantly improve the efficiency of the work of handling the police at 110. It is very urgent to ensure that the public security organs can react quickly to the police cases and deal with them in time. It is also of great significance to fight crime quickly and effectively, to maintain the social security stability, and to promote the information construction of the public security organs. According to the actual project of 110 police system construction of Dongying Public Security Bureau Estuary Substation, this paper describes the functions of the system which need to be perfected. In the stage of the overall research of the system, through the careful analysis of the requirements of the service of 110 receiving and handling police, this paper puts forward a unified voice and data based on the integration and utilization of the existing conditions through the CSCW (computer supported Cooperative work) technology. The image fusion intelligent basic common platform makes it become the alarm receiving service center and command and dispatching center of the Estuary Public Security Bureau. According to the requirement of 110 police service, this paper analyzes the problems existing in the practical work, and divides the existing system into nine modules, and describes the function, design and implementation of the system in detail. Then it introduces the application of CSCW and GIS technology in the process of improving the system of receiving and handling police. The research results of this paper show that, with the support of CSCW cooperation platform, the police information can be transmitted, transferred and taken over among the seats of each receiving and handling police, and "audible, visual and controllable" can be realized. Command center and the relevant police units can exchange information (text, voice, image), all levels of police personnel through the authority certification, can "anytime, anywhere access to information." The whole system will be a distributed system based on CSCW.
