论新时期警察核心价值观的构成与培育

【摘要】： 警察核心价值观是警察组织文化的核心,是公安机关及人民警察在公安实践工作中形成的根本价值取向,它反映了人民警察对自身的存在意义、价值追求的理解和把握,是人民警察的内在精神和生命之魂。 当前,由于受社会价值观念多元化和西方个人主义、拜金主义、享乐主义等负面观念的影响,一些民警不同程度地存在着价值迷失、价值偏差以及道德滑坡等不良现象,一定程度上影响了公安机关的良好形象,也极大地削弱了公安队伍的整体战斗力。因此,如何培育警察核心价值观,用广大民警普遍认同的核心价值观念来统一广大民警的思想,凝聚广大民警的智慧和力量,显得尤为重要和迫切。 本文从管理文化的角度,结合当前公安工作和公安队伍建设的实际,对警察核心价值观的基本概念、警察价值的构成要素、警察核心价值观的功能、内在特征、构成原则等方面内容进行详细地论述,并提出新时期警察核心价值观的具体内涵以及培育警察核心价值观的途径与方法。本文对警察核心价值观进行全面、系统地研究和思考,对于新时期公安机关如何培育警察核心价值观具有一定的理论与实践价值。
[Abstract]:The core values of the police are the core of the culture of the police organization and the fundamental value orientation formed by the public security organs and the people's police in the practice of public security, which reflects the understanding and grasp of the people's police's meaning of existence and pursuit of value. It is the inner spirit and the soul of life of the people's police. At present, due to the influence of the diversity of social values and the negative ideas of Western individualism, money worship and hedonism, some police officers have, to varying degrees, some undesirable phenomena such as value loss, value deviation and moral decline. To a certain extent, it affects the good image of the public security organs and greatly weakens the overall combat effectiveness of the public security forces. Therefore, it is very important and urgent to cultivate the core values of the police, to unify the thoughts of the police with the core values generally accepted by the police and to gather the wisdom and strength of the police. From the point of view of management culture, combined with the reality of public security work and the construction of public security team, this paper discusses the basic concept of the police core values, the elements of the police values, the functions and internal characteristics of the police core values. The constitution principle and other aspects are discussed in detail, and the concrete connotation of the police's core values in the new period and the ways and methods of cultivating the police's core values are put forward. This article carries on the comprehensive, systematic research and the ponder to the police core value, has the certain theory and the practice value for the new period public security organ how to cultivate the police core value.
